Example: Wastewater Treatment Plant you need to show that by buying <br /> more capacity the general community will benefit though the economic development <br /> benefits from that. <br /> <br /> Chairman Kollmeyer asked Mike Shaver if Carmel still had the nine individual districts? <br /> Mike Shaver said there were a lot of misunderstandings in their original plan so a lot of <br /> people can to hearings so for example they created an economic development area to <br /> support a corridor to easily get people down to 96th Street where most of the retail was <br /> located, without this there was a fear that developers would come in and say we need <br /> retail smack in the middle of a residential area when two miles away there is a huge retail <br /> development already established and if they would build a new one in the middle of a <br /> residential area they would draw retail out of the huge development to there and create <br /> vacancies in the huge development and then suddenly they had a lot more interest in new <br /> retail along 96th Street. One of the things Carmel wants to do is to build a major <br /> community activity function in the old downtown. They are talking about having a 50 <br /> million dollar performing arts center. They wanted to use the revenue from 96th Street <br /> for the performing arts center. They put an integrated economic development plan and <br /> amended plan and every one of the nine original plans in a huge binder and cross- <br /> referenced each plan. Mike Shaver said the Mooresville Plan would not be as involved or <br /> as expensive as Carmel because they had just two areas to combine and a population of <br /> 10,000 as opposed to 50,000. They wanted one document that said this is what we are <br /> trying to do and if you have an objection to it come forward and tell us your objection. <br /> Your purpose here is to be able to have one area help the other. In the end you have <br /> $750,000 to use to lower the cost of living for residents. Your board needs to get all of <br /> your ideas listed and go from there. The purchase of land can be made by the Town as <br /> long as it is for a public purpose, the school system can purchase the land and perhaps the <br /> best thing for the commission to do if they buy land with T1F money, to try to work <br /> meticously work it out, but if it works out the school could get hold of the land with less <br /> controversy than the commission trying to buy it, then figure out a way to reimburse the <br /> school system as opposed to you buying and then transferring the title to the school. <br /> Lauren Matthes commented the Redevelopment Commission could also purchase land <br /> and resell it. Mike Shaver said sure, but if you condemn property from a company and <br /> try to give it to another company, that is a dicey situation. He said if we reopen the <br /> planning process in order to try to integrate it to see what you accomplished from the <br /> original plan, what not has been accomplished, and are the things you did not accomplish <br /> still relevant. Then we go to the list of what other things should we be doing. Helen <br /> Humes said any project that requires 100 acres we are really hurting to be able to submit <br /> on that project. Mike Shaver told the commission they were limited by the fact that any <br /> kind of expansion on the south end would require some kind of annexation, and that <br /> doesn't mean you couldn't plan for it. You cam plan for everything three miles out but <br /> you can't do anything with it until it is annexed. Carmel went thru and annexed a bunch <br /> of property making people angry. Your Town Council has been very delicate about it's <br /> annexation. This is a Town Council decision on that issue.
