and welfare of all citizens and taxpayers of the Town of <br /> Mooresville; and <br /> <br /> 5. That the subject real estate is zoned Industrial <br /> according to the Town of Mooresville Zoning Ordinance; and <br /> <br /> 6. That designation of the subject property as an <br /> "Economic Revitalization Area" will assist in the inducement of <br /> a project which will provide employment opportunities to <br /> residents of the Town of Mooresville; and <br /> <br /> 7. That factors supporting the findings of this "Economic <br /> Revitalization Area" include that, without develoPment, the area <br /> is rural in nature and not located near any major city and this <br /> designation will encourage further development of the Business <br /> Park of the Applicant, expanding utility services to the area, <br /> providing additional employment opportunity for residentS of <br /> Mooresville, in Morgan County, Indiana and lead to <br /> rehabilitation of the designated area with additional <br /> manufacturing facility construction; and <br /> <br /> 8. That the area designated herein as an Economic <br />Revitalization Area is in need of economic development as a <br />rural area with current values impaired to the extent that <br />normal development or use of the property is hindered in its <br />present state; and <br /> <br /> 9. A significant number of residents of Mooresville are <br />unable t° obtain gainful employment and revitalization will <br />assist residents of Mooresvi!le to acquire jobs and lead gainful <br />and productive lives, thereby contributing to the quality of <br />life and revenues of all levels of government; and <br /> <br /> <br />
