~~ <br />January 3, 2006 <br />The Mooresville Tawn Council met in regular session on Tuesday, January 3, 2006 at <br />6:30 P.M. at the Mooresville Town Hall. <br />Town Couneil members present were: President Tom Worthen, Eric Shields, Toby <br />Dolen, John L. Clark, and Troy Bryant. Town Attorney, Tim Currens was present. <br />Gene Deverick, Crrace Church, gave the prayer. <br />A motion was made by Councilman Clark, second by Councilman Shields to approve the <br />minutes of the, December 2, 2005 meeting. Motionn carried S-0. <br />The first item on the agenda was the reorganization of officers. A motion was made by <br />Councilman Dolen, second by Councilman Clark to re-elect Tom Worthen as Council <br />President for the year 2006. Motion carried 4-0. President Worthen abstained from the <br />Vote. <br />The next item was the Transfer of Funds Resolution, submitted to the Council by Clerk- <br />Treasurer, Sandra Perry. This was to make necessary transfers in the 2005 budget line <br />items to ensure available funds for encumbered P.O.'s in 2006. <br />A motion was made by Councilman Clark, second by Councilman Dolen to approve <br />Resolution 1-2006, for the transfer of funds. Motion carried S-0. <br />In other business, Councilman Shields presented the Council with ahand-out outlining <br />his progress in developing a wellness initiative far Town employees. He has named this <br />project "Mooresville WINS", with the acronym for WINS being "Wellness Initiative Net <br />Success". He is proposing that the Council develop an incentive program to the <br />employees that would promote better health among them. He has consulted with others <br />in the healthcare and insurance professions, as well as the Police and Fire Chiefs to <br />evaluate local needs and develop incentives to encourage participation. He is suggesting <br />options which include developing a wellness committee made up of department members <br />with assistance from healthcare professionals, insurance providers, etc., organizing a <br />health fair administered by St. Francis Hospital for employees, and other options that are <br />available to Police and Fire personnel through professional and labor organizations and <br />services provided by Public Safety Medical. He also included an information sheet from <br />Core Fitness. They offer a 30% discount to police and fire personnel and have given <br />Councilman Shields. a verbal offer to extend the discount to all Town employees. He is <br />proposing that the Council agree to contribute another 30% from the Town. Councilman <br />Bryant asked if there would be any benefit to the Town in the way of decreased insurance <br />costs by having a program like this. President Worthen stated that when he and <br />Councilman Shields met with Dean Mayfield and a gentleman from Coresaurce, it was <br />mentioned, and although the representative from Coresource would not say that they <br />would give a discount far having this program, they indicated that there could be benefits <br />from the re-insurers seeing that we had a program and knowing that it would limit their <br />liability. Councilman Shields stated that there were other benefits as well, such as less <br />time off work, and a deduction in insurance claims due to better health of employees. <br />Mark Harris of the Police Department asked the Council if anyone had considered <br />establishing the Town's own work-out facility instead of using an outside facility. <br />Councilman Shields stated that while that has been considered, he felt that there were <br />issues with where to have it, how the employees would gain access and the liability <br />involved with having that type of facility and with a business opening just down the <br />street, there were more benefits to going there. Mr. Harris was concerned with the hours <br />of business and how employees working other shifts would be able to ga. Councilman <br />Shields painted out that the hours at Core Fitness were 5:00 A.M. to 11.:00 P.M. <br />President Worthen stated that this was a good start and depending on the amount of <br />participation, we could consider getting our awn facility later an. <br />The Council members agreed that they were supportive of the idea of developing a <br />wellness program and wanted Councilman Shields to pursue this further; however <br />Councilman Bryant stated that he would not support paying marries out of the Town <br />budget to subsidize gym memberships for employees and wanted to explore other options <br />of funding the progrann. <br />
