~~~ In other business, President Warthen presented the Council with ahand-out showing the <br />current building permit fees and some figures to consider raising them to, as compared to <br />surrounding areas, including Brooklyn, Martinsville, Morgan County and Hendricks <br />County. He stated that in some cases, as with a Special Exception, the filing actually <br />goes before the Planning Commission first and then has to go before the Board of Zoning <br />Appeals as well, and that the cost of paying the members of those boards should at least <br />be covered by the cast of the filing. Councilman Clark stated that he thought some of the <br />suggested increases were too high. Joe Beikman, Building Inspector, stated that with <br />some of these building projects requiring nnultiple inspections, you are putting the cost of <br />the labor on the person who is causing the extra work. President Warthen stated this <br />would be on the agenda for the next meeting and asked the members to look over the <br />information in the packet between now and then. He stated that he felt they would see <br />that instead of the proposed figures being too high that our fees are actually too low right <br />now. <br />Under Legal, Town Attorney, Tim Currens presented the Council with the appointment <br />of Charles Berwick to the Police Commission for a term of three years. <br />Councilman Clark made a motion to approve the appointment of Charles Berwick to the <br />Police Commission. Motion was second by Councilman Bryant and carried 5-0. <br />Tim Currens also presented the re-appointment of Tray Bryant, Darrell Brown and <br />Charles Berwick to the Plan Commission. <br />A motion was made by Councilman Clark and second by Councilman Dolen to approve <br />all three appointments to the Plan Commission. Matian carried 5-0. <br />Under Animal Control, President Warthen told the Council that the Town has received a <br />new letter from the Morgan County Humane Society with lower fees than the previous <br />letter. In the new letter the intake fee far dogs is $25.00 as apposed to $35.00 in the <br />previous letter. The new fee for cats is $20.00 and was $30.00 in the previous letter. The <br />fee far the first litter mate will be $10.00, with additional litter mates costing $5.00 each. <br />The letter contained an agreement for the Council to sign. Animal Control officer, Mark <br />Taylor stated that he had found someone else who agreed to take cats but not dogs and <br />she wanted $25.00 for cats, which was more than the new agreement from the Humane <br />Society. Tim Currens stated that the agreement is not exclusive and does not mean that <br />we can't take animals elsewhere. <br />A motion was made by Councilman Bryant, second by Councilman Dolen to accept and <br />sign the agreement with the Morgan County Human Society. Motion carried 5-0. <br />Mark Taylor reported twenty-one (21) calls, six (6) impounds and five (5) returns. <br />A motion was made by Councilman Clark, second by Councilman Dolen to approve the <br />payment of the claims.
