773 I <br />February 7, 2006 <br />The Mooresville Town Council met in regular session on Tuesday, February 7, 2006 at <br />6:30 P. M. at the Mooresville Town Hall. <br />Town council members present: President Tom Warthen, Troy Brryant, John L. Clark, <br />Toby Dolen, and Eric Shields. No members were absent. Town attorney Tim Currens <br />was absent. <br />Larry Floyd from First Baptist Church gave the prayer. <br />A motion was made by Councilman Clark with a second by Councilman Bryant to <br />approve minutes of January 17, 2006. Motion carried 5-0. <br />First on the agenda was an additional appropriation hearing for a loader and a truck for <br />Utility Department from Local Roads and Streets. No one objected to the additional <br />appropriation. A motion was made by Councilman Clark with a second by Councilman <br />Dolen to approve the additional appropriation from L R & S in the amount of $47,645.00 <br />Resolution #2, 2006. Motion carried 5-0. <br />Next, Ross Holloway, Holloway Engineering, appeared before the council to give a heads <br />up on a possible wastewater developer availability agreement for Meadow Lake, a senior <br />retirement center and nursing home being developed by the Jackson's. Bid papers are <br />being put together and Mr. Holloway will return in a month with figures for the project. <br />A motion was made by Councilman Clark with a second by Councilman Shields to <br />approve a fund transfer of $90,000 from WWTP Operating to WWTP hnprovement. <br />Motion carried 5-0. <br />A motion was made by Councilman Shields with a second by Councilman Clark to <br />approve an amendment to Ordinance l 1, 2003 (2004 salary ordinance)' to allow a range <br />from minimum wage to maximum wage for the Wastewater Treatment Plant employees. <br />This is Ordinance 1, 2006. Motion carried 5-0. <br />In other business, Councilman Bryant discussed the new curbs along East Harrison Street <br />and. asked if the council could see if the curbs could be continued all the way to Franklin <br />Street and also on West South Street including Lockerbie Street. Joe Beikman, Street <br />Superintendent, will get prices for this project which would probably be a continuing <br />project each year. He suggested requesting TIF money for Harrison Street and one side <br />of South Street since curbs are in the redevelopment plan, but wants to keep the two jobs <br />separated. <br />Councilman. Shields talked about the ID cards for each employee. When employees go to <br />Care Fitness they need to show their ID card. He had also made up a draft concerning <br />the 1D cards for the council to consider inserting into the personnel policy. Councilman <br />Shields had been working with St. Francis Hospital on a wellness program and he gave <br />council members a packet to look at and study. He would like to have a day long <br />wellness fair. The Town of Mooresville Self Funded Health Insurance plan provides for <br />a wellness program, but Councilman Shields feels this is not being taken advantage of by <br />the employees. Councilman Shields asked Police Commissioner Dennis Knierim if the <br />Palice Department had taken the occupational physical. Police Commissioner Knierim <br />answered he was sure they had not. Councilman Shields asked the council haw they felt <br />about mandatary occupational physicals. Money was put in the 2006 Police and Fire <br />budgets for this type of physical. He wanted to know if Council members would be <br />willing to recommend to the Folice Department or make mandatory they each get this <br />type of physical. Street Department Superintendent Joe Beikman told the council if an <br />employee goes to their personal doctor to get a physical the co-pay is $20 and if they <br />would get their physical at a wellness fair it would cost the employee $30. He asked if <br />the council would consider a list of what tests they want done and then each employee <br />could take this list to their personal doctor. Police Commissioner Dennis Knierim <br />commented he did not think the Council could mandate this physical for the Palice. <br />Councilman Bryant said Dean Mayfield, insurance agent, should come to the next council <br />meeting on February 21, 2006. ___ <br />
