'72 <br />April 19, 2005 <br />The Mooresville Town Council met on Tuesday, April 19, 2005, at 6:30 P. M, at the <br />Mooresville Town Hall. <br />Council members present were: President Tam Worthen, Troy Bryant, John L. Clark, <br />and Toby Dolen. Councilman Eric Shields was absent. Town Attorney Tim Currens was <br />present. <br />Tom Worthen gave the prayer. <br />A motion was made by Councilman Clark with a second by Councilman Dolen to <br />approve the minutes of Apri15, 2005. Motion carried 4-0. <br />Ross Holloway, Holloway Engineering, presented a request far rezone of property <br />located at 114 E. High Street, owned by Bob and Mary Bingham, from R-1 to B-2. The <br />Plan Commission had voted unanimously to recommend to the Town Council to approve <br />the rezone. If the access is off of High Street they will need a State permit. President <br />Worthen asked since access into the carwash is off of High Street, could the access be off <br />of this business? Mr. Holloway said it could be possible if the State is concerned about <br />safety. Tom Worthen said he felt like the two drive. accesses would be too close. A <br />motion was made by Councilman Dolen with a second by Councilman Clark to rezone <br />this property to B-2 froze R-1. Motion carried 4-0. A motion was made by Councilman <br />Clark with a second by Councilman Bryant to approve Ordinance. 8, 2005 to rezone 114 <br />East High Street frozxz R-1 to B-2. Motion carried 4-0. <br />A motion was made by Councilman Clark with a second by Councilman Dolen to <br />approve wastewater availability fees for PacMoore in the amount of <br />$ 4,620.00 Availability Fees <br />3,78D.00 Connection Fees <br />Motion carried 4-0. <br />Leslie Harris did not appear. <br />Next, Al Hornaday appeared before the council to request financial assistance for this <br />year for his ambulance service: This item was tabled from April S, 2005. Tom Worthen <br />said he would like for some kind of contract between the Township and the Town. Mr. <br />Hornaday said that would be fine with him and Mr. Currens could draw it up for a two <br />year contract. Councilman Clark asked if the other entities had helped financially. Mr. <br />Hornaday told the council that Brooklyn was still deciding and $8,800 was coming from <br />Monrovia Fire District. Tom Worthen said he felt comfortable with $50,000 for right <br />now and hopes there could be more money available at the end of the year. Mr. <br />Hornaday said he would have to see if he could provide ambulance service to <br />Mooresville for $50,000. A motion was made by Councilman Dolen with a second by <br />Councilman Bryant to approve $25,000 after the first tax distribution and $25,000 after <br />the second tax distribution for ambulance service. Motion carried 4-0. <br />Jerry Staum, Ecoquest, had Dan Klinger present the quote far quality air control far the <br />old Methodist Church/new Town Ha11. The prices on the quote are good until the end of <br />this year. Attorney Currens told the council they needed to get two other quotes. Mr. <br />Klinger requested if they get quotes from two other companies to make sure it is the same <br />equipment as what he has because his equipment is unique as far as technology. Mr. <br />Klinger agreed to get specifications to the council before they tried to get more quotes. <br />Truck routes and speed limit on North Indiana Street was next on the agenda. Joe <br />Beikman, Street Department, and Tim Viles, Police Department, had worked together an <br />the proposed truck route. Council President Worthen asked Mark Harris, Police <br />Sergeant, if there was a lot of truck traffic on Franklin Street and, Mark Harris answered <br />yes. Joe Beikman said the trucks were coming up thru Town and cutting across on Clay <br />and Jefferson Streets also which helps congestion in the middle of the Town. He added <br />the point you cannot touch a State Raad as far as distinguishing a truck route. <br />
