72 ~ been a rush to a judgment, if anything, in my opinion, it has gone tov far without a <br />decision having been made. The cost or the tax burden for the service is fair. Why do we <br />agree to annexing for sewer construction but we don't want a tax rate increase for Fublic <br />Health and Safety. The township could consider not letting annexation take place. There <br />are two solutions out there, one solution is a uniform tax rate that is fair and the other <br />solution is to leave things the way they are. He commented he had no calls or comments <br />from the public. He said he didn't necessarily know how to weigh apathy, but in light of <br />apathy we have the responsibility to research and learn and we have done that. There are <br />no perfect solutions that well satisfy everyone. It is unlikely more research and time will <br />reveal an easy answer, now will any answer satisfy everyone. I will not support cheaper <br />solutions for public safety. I would request the board carefully consider their vote <br />because in either case the future will change tonight. <br />Mark Taylor asked Fire Chief, Les Farmer, wasn't the reason EMAS failed here before <br />because of the competition between them and Life Star? Les Farmer said he couldn't <br />comment on that because he was not in his current position when that happened. He <br />knew they pulled out because of funding issues. <br />Councilman Bryant stated he had looked at this from the Town's point of view because <br />that was his job as a councilman. He said he couldn't change mistakes made in the past; <br />the Town should have been paying for ambulance service all along. He had gotten same <br />opinions on contract ambulance service and emergency room people on the quality of <br />service on contract ambulance service. The response back was you could get a high level <br />of service. I'm not saying service was better or worse and I'm definitely appreciative of <br />the level of service Brown Township has given. He felt confident the Town could get <br />two ambulances for 10 to 12 cents increase on taxes. Last year two cents covered <br />approximately $100,000.00. He said he would be more than willing to pay that amount <br />to Brawn Township rather than to a contract service, but has been told that will not salve <br />the problem because of annexation and Brown Township's loss of tax base. We have <br />mutual aid now far fires. I am not against coming up with other options; I just can't <br />support this proposal of a 26-cent tax increase. The issues and problems are still going to <br />be there. <br />Councilman Clark said he would like to look into other options. He agreed with <br />Councilman Bryant that the Town should have been paying Brawn Township for <br />ambulance service all along. <br />Councilman. Dolen said he felt the same as Councilman Bryant and Councilman Clark. <br />He said he couldn't vote for a fire territory on this proposal. <br />A motion was made by Councilman Shields to accept the Fire Territory Agreement as <br />written. The motion died for lack of a second. <br />A motion was made by Councilman Bryant with a second by Councilman Clark to deny <br />the agreement far a Fire Territory. Motion passed 3-loppased and 1 abstention. Council <br />President Torn Worthen abstained. <br />President Worthen stated he felt we needed to look at this and other options and <br />something the taxpayers would want and was acceptable with the Board. <br />Next, Mark Peden from Foley, Foley and Peden represented Delbert and Nina Collins to <br />de-annex contiguous real estate. The Collins home is in the Fax Subdivision at the end of <br />Allison Drive on a cul-de-sac. The Collin's home is in Brown Township, but two strips <br />of the ground were annexed into Town of Mooresville. The two strips fill out their yard. <br />They want their entire yard in Brown Township so tax statements would be from one <br />governmental unit. One strip of land is . l SS of an acre and the other strip is .177 of an <br />acre. Directly south of this house is Roberson Woods. Councilman Bryant asked if this <br />posed any contiguity issues and it does not. A motion was made by Councilman Shields <br />with a second by Councilman Dolen to approve de-annexation of this property. Motion <br />carried S-0. Town attorney Tim Currens will prepare an ordinance for retarding. <br /> <br />1 <br />r <br />
