l~ebruary 3, 2004 <br />The Mooresville Town Council mot in regular session on Tuesday, Iiebr-uary 3, 2004, at <br />G:3U 1'M at the Mooresville Town l tall. <br />Council members present were: President Tnm Warthen, 'Toby Doles, 'T'roy Bryant, and <br />Jolxn L" Clark. <br />The prayer was given by Jeff Dieterlen from the Community Church of 1Vlooresville. <br />A motion was tirade by Councilman Clark, a second by Councilman Doles to approve the <br />r~tittutes of the January 20, 2004 council meeting. Motion carried 4-0. <br />First on the agenda was the public hetu-i.ng sanitary sewer and annexation in the Ray <br />Young Subdi.visiott. President Warthen. began the hearing by snaking the fallowing <br />comments.:)-le told. the audience that annexation was being asked for because the Town <br />is ofl.'eritlg to put in sanitary sewer strains througltouC the addition. 'l'ho reason the <br />annexation is needed is because one of the tools the Town has for funding sewer <br />i:tnprovemertts is Food and Beverage Tax, which is the 1 percent tax you pay at local <br />restaurants artd establishments thttl serve food. When that tax was imposed the <br />roquiretnertts for using the money in this fund were very set and defined. This was <br />sanitary sewer. Stotts sewer, and park improvements" This council has used this money <br />prior in different ways such as walking paths in the park., replacing storm sewers, and <br />repairs and upkeep of the sanitary lines within the civil Town of :Mooresville. This <br />revenue can only be spent within the civil Town of Mooresville. Therefore, the request <br />for annexation is a must. One of the questions he had received was what would I receive <br />i.f I were annexed into the Town of Mooresville. The answer is, police service locally <br />instead of thru the County wltedter or not this is an ir~tprovettient would be your opinion, <br />response tune might be quicker thru the Town cif Mooresville, sire Protection locally <br />(Brown Township does a tine•job) attd this is not a very big deal because the council and <br />current township administration have signed a mutual aid agrcetttont where if your home <br />would catch on .fire you would soe both teams. You would receive snow removal. and <br />street maintenance from the "1'owtt. Part of the increase in the tax funding is for the <br />MVH, t'erl7oVal of Snow Wttlt Silrld, salt or whatever we are using at that time. Town of <br />1Vlooresville will rnainlain the streets. Probably what the council will do is to try to enter <br />into an agreement with the county so the streets would be brought up to Town <br />specifications after any ground. work is done and placing of sewer lines and <br />infrastructure. Another question that has beets brought up is would there be sidewalks put <br />in the addition? President Warthen said that at this tirtte he didn't think. there would be. <br />He didn't thi.ttk the county would agree to the sidewalks and sae was not sure the Town <br />could fund sidewalks at this time. Eventually all of us would like to see sidewalks in all <br />the civil. Town cif Mooresville. Another item you would receive with annexation is leaf <br />pick-up. Its order to receive a grant, the council. signed an Ordinance there would be no <br />le<rf 1?urning in the civil Town of Mooresville. You rake your leaves up to the street on a <br />scheduled pick.-up day and one of the trucks will vacuum up your haves. This program <br />usually runs for approximately seven weeks throughout the :fall season. The downside of <br />annexation is the difference in the lax taro between Mooresville Town and Brown <br />'t'ownship. We do not have the 2004 rate as of yes. Normally we do have the rate by <br />now, but because of reassessment we do not have this. Taxes payable in 2003 were <br />$1.8318 for Brown Township and $2.1723 for the Town of Mooresville. 1'Ite difference <br />was 34 cents. You would also have all. the voting rights for the election of Town officials <br />and could also serve on the different boards. <br />John Crawford, 4762 Marcia Drive asked if tree limbs could be burned. Councilman <br />Bryant answered trot limbs could bo burned in an approved type of container. The hour's <br />were front ~)AM to CPM. His other question was the sewer lines, would they be run <br />down the tnidclle of the road? Joe Beiktxtan, Street Superintendent said they were looking <br />at two different ways, probably they would stub the laterals across Hadley Road to the <br />property line and between Hadley Road and Marcia 1]r•ive they would rum on one side of <br />rho road or cortte up the back and go between the houses.
