5~1 <br />Animal Control Officer, Mark Taylor, reported eighteen (1$) calls, five (S) impounds, <br />and two (2) returned. <br />EDC Director, Helen Humes, reported the sale of the Woods Wire Building was to close <br />on Monday, February 3, 2003, but she couldn't reach them to confirm. <br />Motion was made by Councilman Warthen, second by Councilman Clark to approve <br />payment of the claims. Perry, Clerk-Treasurer ' <br />February 1$, 2003 <br />The Mooresville Town Council met in regular session on "I~esday, February 18, 2003, at <br />6:30 PM at the Mooresville Town Hall. <br />Council members present were: President Toby Dolen, Troy Bryant, john L. Clark, Tom <br />Warthen, and Mark Mathis. No members were absent. Town attorney Tim Currens was <br />present. <br />Kelly Whitehurst from the First Christian Church in Mooresville gave the prayer. <br />Motion was made by Councilman Clark, second by Councilman Bryant to approve the <br />minutes of the February 4, 2003 meeting. Motion carved 5-0. <br />Herb and Linda Asher informed the clerk's office they were not coming to the Town <br />Council for a rezone, they were going to seek a variance. <br />President Dolen informed the council the new figures fora 77 Pension buyback of three <br />years to age 52 for nine police and fire employees had been received and the total amount <br />was $284,006.00. He explained this could be amortized aver ten years. President Dolen <br />asked for comments. Councilman Bryant said according to the f gures he had the amount <br />of original buy-back for the 77 Pension Plan was $751,478.00 and change including <br />interest, a portion paid in full and a portion amorkized over ten years. Councilman <br />Bryant said he understood this was a response to a referendum in 1996 with a l00% <br />benefit to the police and firefighters. He said he was trying to figure out where the <br />benefit was for the Town now. He realized this would change retirement from 20 years <br />and age 55 to 20 years and age 52. This new amount would be $353,493.00 including <br />interest bringing the total amount to over a million dollars. Councilman Bryant asked <br />what happened if they didn't retire at 55 or 52. Councilman Clark said for every year <br />over retirement age they would receive 2% mare. Councilman Bryant asked if this would <br />have to be paid from the Town. Councilman Mathis told him that would come from the <br />fund the Town pays 21% into the State. Councilman Bryant said he was just having a <br />hard time justifying this and maybe. he didn't have all the information. Councilman <br />Warthen said that when the Police Commission and Pension was voted in, the Town <br />bought back all that was possible to age 35 and to retire at 20 years and at age 55. if a <br />police officer was younger than 35 ar new hires,they couldn't be bought back but now <br />can retire at age 52.
