~~ <br />Councilman Worthen said he would agree with Councilman Bryant the dollar amount <br />seemed to overwhelm him, but from this paint Forward the new hires can retire at age 52 <br />and we are penalizing nine officers because of a rule change. Councilman Bryant asked <br />why we were penalizing them. Councilman Worthen answered we were not giving them <br />the best the State has to offer. He said that's the only thing that keeps rattling thru his <br />mind. Councilman Bryant said. where do we draw the line, what if the State comes out <br />and says they are going to drop th __......~._.-... _~..__ _- <br />e age down to 50. What if every five years the State <br />changes the age, where does the Town draw the line. Councilman Bryant said the Town <br />was not even finished paying on the original amount. He said he thinks it gets to a point <br />where the Town is doing all it can da. Councilman Mathis told Councilman Bryant the <br />council before 1996 approved the PERF plan and the council of 1996 took it to the <br />referendum. The Town then bought back all that was possible to buy back. Now, the <br />Town has the opportunity to do the right thing. The $284,006.00 amortized over ten <br />years would approximately cost each department (fire and police) $14,000AO per year <br />out of their budgets. Councilman Mathis said each department said they could handle <br />this amount. Councilman Bryant asked what this money was budgeted for that they <br />could take it from. Councilman Mathis said he couldn't answer this. Councilman Bryant <br />asked what is going to be given up to pay for this. Councilman Mathis said that money <br />was budgeted for something, so probably they would use a little bit from here and a little <br />bit from there. Councilman Bryant said and this would be for the next ten years. <br />Councilman 1Vlathis answered yes. Councilman Bryant said this was not something he <br />was in favor of and said he would make a motion. Motion was made by Councilmana <br />Bryant to not go thru with the 77 Pension buyback. No second was forthcoming so the <br />motion died. Councilman Worthen said he knew the time limit on this amount was <br />February 28~' but he would like to have some more time on this matter and table to the <br />next meeting. He said he would like to find out exactly where the money was going to <br />come from in the budgets. Motion was made by Councilman Worthen, second by <br />Councilman Bryant to table until the March 4,' 2003 meeting. Motion carried 4-1. <br />Councilman Clark opposed. <br />Councilman Bryant told the council he had talked with Marilyn Dillon, the owner of <br />Mooresville Glass. He said she is selling the building and property and has had one <br />appraisal on the property and we need to have a second appraisal done to make an offer. <br />Glen Blackwell is handling this for her. Councilman Worthen said this was located. <br />across from the Police Station and they have had a problem with space and parking and <br />had talked about expansion. Motion was made by Councilman Worthen, second by <br />Councilman Bryant to have Councilman Mathis get another certified appraisal and the <br />price for the appraisal not to exceed $2,500.00. Motion carried 4-1. Councilman Clark <br />opposed. <br />Legal: Motion was made by Councilman Worthen, second by Councilman Mathis to <br />allow an amendment to the original agreement for Marathon Petroleum to add more test <br />wells per Idem's request. Motion carried 5--0. <br />Town attorney Tim Currens told the council their packets for the next meeting would <br />contain copies of the appraisal update and request to work on the old cemetery on West <br />Washington Street. <br />Animal Control Officer Mark Taylor reported nineteen (19) calls, six (6) impounds, and <br />six (6) returns. <br />Motion was made by Councilman Clark, second by Councilman Worthen to approve <br />payment of the claims. Motion carried 5-0. <br />There being no further business to come before the council at this tame a motion was <br />made by Councilman Clark, second by Councilman Bryant to adjourn the meeting. <br />Motion carried 5-0. <br />
