Perry, Clerk-Treasurer ,~~ <br />March 4, 2003 <br />The Mooresville Town Council met in regular session on Tuesday, March 4, 2003, at <br />6:30 P. M. at the Mooresville Town Hall. <br />Council members present were: President Toby Dolen, John L. Clark, Troy Bryant, Tom <br />Worthen, and Mark Mathis. No members were absent. Town attorney Tim. Currens was <br />present. Councilman. Mathis gave the prayer. <br />A motion was made by Councilman Clark, second by Councilman Bryant to approve the <br />minutes from the February 1 S, 2003 meeting. Motion carried 5-0. <br />Kevin Schultheis, Mooresville Baseball League, requested permission for an opening day <br />parade to be held an Apri126, 2003, at 9 AM. The parade will leave from Mooresville <br />High School south on Indiana Street to East Main Street and on around to Indianapolis <br />Road to the Mooresville Park. Motion was made by Councilman Mathis, second by <br />Councilman Clark to approve the Parade subject to Police and Fixe co-ordination. <br />Motion carried 5-0. <br />Next, Swinney Brothers presented proposed costs to get sanitary lines to Boyd Heights <br />Addition. One proposal was a lateral, but Street Superintendent Joe Beikman said the <br />Wastewater Ordinance prohibits running a lateral. Nedra Parsons told the council she <br />had contacted every house in Boyd Heights but one (weren't home) and only one resident <br />refused to hook on to the lines. Mr. Brizendine, 1126 Meadow Lane, asked if this passes, <br />will the line ga in the middle of the tum around or North or South. Mr. Swinney told him <br />the line would go down the northside and into the turnaround and that will mean five <br />cuts. Mr.Brizendine told the council that Meadow Lane and the turnaround was not wide <br />enough. He also stated that with the tax rate of Brown Township at $3.01 and Town of <br />_..._.....~.....__ Mooresville at $3.46, he was for-ha ~ ~linesinstalled and being annexed. <br />Councilman Mathis asked if there was anyone in the audience against sanitary sewer <br />lines. No one responded. Councihxian Worthen asked i_f there was anyone in the <br />audience against annexation. No one responded. Rod Pierson, comer of Rooker Road <br />and Meadow Lane told the council there was sewage coming across his property and <br />going to the creek. Mr. Pierson is now on the Mooresville Wastewater and the lines end <br />at his home. Councilman Mathis said the improvement casts were around $1.00,000. <br />Tim Curxens, attorney, gave Nedra Parsons a draft of a letter for annexation and <br />connection fees to obtain signatures. Councilman Mathis said Boyd Heights needed to be <br />annexed into the Town of Mooresville and the county needed to be contacted about <br />improvement of the streets suace the Town was improving the infrastructure. He will talk <br />to Jeff Quyle with the Morgan County Commissioners. Motion was made by Councilman <br />Mathis, second by Councilman Bryant to get this project started. Motion carried 5-0. <br />Councilman Mathis told the people from Boyd Heights that were present they needed to <br />talk to the other residents about lateral costs. Councilman Mathis also said the Board of <br />Health needed to be contacted about tonight's decision. <br />5~3 <br />
