Mark anis, To ouncil President ATTEST: .......... -Sandra R. Perry, Clerk-Treasurer February 17, 2009 The Mooresville Town Council met in regular session on Tuesday, February 17,2009, at 6:30 P. M. at the Mooresville Government Center. Town Council members present were: President Mark Harris, Jeff Cook, John L. Clark, and Tony Langley. Ryan Goodwin was absent. Town attorney Tim Currens was present. Kelly Carter, First Christian Church, gave the invocation. A motion was made by Councilman Clark with a second by Councilman Cook to approve minutes of February 3, 2009 meeting. Motion carried 4-0. Rob Hill,President of LSG, Inc., appeared before the council to give a history of his company which included contributions put back to Mooresville. Councilman Goodwin advised him to appear before the council. Council President Mark Harris asked to table the awarding of bid until Councilman Goodwin was present. The other town council members agreed. Amy Miller, a grant writer from Cornerstone Grants Management, Inc., appeared before the council to talk about grants and how to get started applying for the stimulus money. An income survey by phone has to be completed and low to moderate income to qualify. They will probably have to do 400 callings. The Office of Community Affairs wants a list of projects. Council President Mark Harris asked the councilto give him some projects and he will submit them to Amy Miller before February 25'x. Ms, Miller will get quotes from two places to do the phone survey and will come back to March 3'd,2009 council meeting. Council President Mark Harris recommended retaining Ryan Goodwin and Mark Mathis for the Morgan County Economic Development Board and Mark Mathis on executive board, A motion was made by Councilman Clark with a second by Councilman Langley to approve. Motion carried 4-0. A motion was made by Councilman Clark with a second by Councilman Cook to use Food and Beverage money to pay for clean up of the Romaine property since the park bought the property from Food and Beverage money. The cost will be between$6,000 and$10,000. Motion carried 4-0. Legal: An agreement with PERF for the buyback for the council to sign,but Attorney Currens wants to research the agreement further. This will be tabled until further investigation. Apotion was made by Councilman Clark with a second by Councilman Langley to appoint Jeff Cook as Town Council Vice-President. Motion carried 4-0. Les Farmer,Fire Chief, announced the new Fire Station should be completed in two weeks. Animal Control Officer, Mark Taylor,reported seventeen(17) calls, six (6)impounds, and six (6)returns.
