947 <br /> April 6, 2010 <br /> The Mooresville Town Council met in regular session on Tuesday, April 6, 2010 at <br /> 6:30 P. M. at the Mooresville Government Center. <br /> Council members present were: President Ryan Goodwin, Tony Langley, and <br /> John L. Clark. Mark Harris and Jeff Cook were absent. Town attorney Tim <br /> Currens was present. <br /> A motion was made by Councilman Langley with a second by Councilman Clark <br /> to approve the minutes of March 16, 2010. Motion carried 3-0. <br /> Amy Miller, Corner Stone Grants, appeared before the council for the public <br /> hearing on the wastewater treatment plant expansion. She is ready to submit the <br /> grant application. The preliminary engineering has been completed; application to <br /> the State Revolving Fund approved which makes us eligible to come into the <br /> program. The grant is from the Office of Community Rural Affairs and is disaster <br /> money geared towards economic recovery. The state based funding on the sewer <br /> rates. Mooresville is eligible for up to six million dollars. The total project is <br /> eighteen million dollars. She is still working on financing with Umbaugh. <br /> Engineers from HNTB were present but there were no questions from the <br /> audience. <br /> John Badger, Farmers Market, appeared before the council requesting funds to help <br /> pay the Market Master. There will be two Market Masters, one for Martinsville <br /> and one for Mooresville. They use the mini park in the middle of Mooresville to <br /> set up a market on Wednesday of every week. They charge fees to set up in the <br /> lots. Councilman Langley wanted to know the roll of a Market Master. Mr. <br /> Badger said they collect fees from the vendors, oversee set u p and take down, do <br /> the advertising, and look for grants. Mr. Badger is looking for a $ 4,000 donation. <br /> Council President Goodwin asked the dates the markets would begin. Martinsville <br /> begins Saturday, April 17 and Mooresville begins Wednesday, May 26. <br /> Martinsville had indicated they would match what Mooresville will donate. <br /> Councilman Langley said he supports the market and the use of the mini park is a <br /> good use but he has concerns about using public tax dollars and the vendors <br /> making a profit. Attorney Tim Currens said the Clerk-Treasurer would have to be <br /> consulted as to what funds might be available. A motion was made by Councilman <br /> Clark with a second by Councilman Langley to table to the April 20ffi meeting. <br /> Motion carried 3-0. <br /> Legal: A motion was made to approve the Hiring Freeze Resolution # 2, 2010 by <br /> Councilman Clark with a second by Councilman Langley. Motion carried 3-0. <br /> A motion was made by Councilman Clark with a second y Councilman cl k to Langley <br /> to approve Ordinance #9, 2010, amending and deleting <br /> say storm water/utility administrator and paying $14.66 per hour part time. Motion <br /> carried 3-0. Motion was made by Councilman Langley with h the completion of <br /> Councilman Clark to approve the grant application <br /> amount the Redevelopment Commission will vote to commit. Motion carried 3-0. <br /> A motion was made by Councilman Clark with a second by Councilman Langley <br /> to approve Council President Goodwin as signatory on the grant application. <br /> Motion carried 3-0. <br />
