I <br /> April 20, 2010 <br /> The Mooresville Town Council met in regular session on Tuesday, April 20, 2010 at 6:30 P. M. <br /> at the Mooresville Governrnent Center. <br /> Council members present: President Ryan Goodwin, Vice President Tony Langley, and John L. <br /> Clark.. Mark Harris and Jeff Cook were absent. Town attorney Tim Currens was present. <br /> Guy Lancour, First Baptist Church, gave the prayer. <br /> A motion was made b Councilman Clark with a second b Councilman Langley to approve <br /> Y Y � Y <br /> minutes from April 6, 2010. Motion carried 3-0. <br /> Next was the public hearing on the storm water fee program. The State Legislature mandated the <br /> unfunded program with the passing of Rule 13. The operating budget is approximately $165,000 <br /> a year. The current fee of$1.50 funds one third of this amount and general budget has been <br /> offsetting a good portion of the total budget. Councilman Langley reported the students who <br /> came before the council saying a lot of work has to be done on the storm water and money is <br /> needed to accomplish this. The money that is used now is for operating and doesn't include <br /> money for,work to be done throughout the year. He said he was in favor of a raise of$.75 this <br /> year and one year from now another raise $35. The town is prohibited to operate a utility at a <br /> profit and had to do a study to justify any increase and that has been done. Jeff Allen from the <br /> audience thought the total funding should be done at one time. Council president Goodwin told <br /> him we had a positive balance in the storm water fee fund at this time and the council did not <br /> want to hit the users with a full increase all at once. Attorney Currens stated the town was <br /> approaching the need and had to adjust accordingly. There were no other questions from the <br /> audience. Councilman Clark made a motion to increase storm water user fee to $2.25 <br /> immediately and in one calendar year increase another $35 to bring the fee to $3.00. <br /> Councilman Langley seconded the motion and motion carried 3-0. <br /> Kevin O'Farell, Relay for Life, did not appear. <br /> Mrs. Scott Brumley, 5000 East Landersdale Road, appeared before the council to request a hook- <br /> on to the wastewater. They are experiencing flooding and septic back ups and they had just <br /> bought the house. The wastewater line comes right behind their house. The cost is $900 to hook <br /> on and they have to pay to get a line to their house. A motion was made by Councilman Clark <br /> with a second by Councilman Langley to approve with the condition of talking to Joe Beikinan <br /> first. Motion carried 3-0. <br /> The Declaratory Resolution for Mt. Olive tax abatement is tabled to next meeting. <br /> Brent Callahan, Superintendent of Mooresville Park and Recreation, appeared before the council <br /> to request funds from Food and Beverage. He requested $15,473.00 to sealcoat two miles of <br /> walking trail. Wallace Construction was the lowest quote. Originally the trail was cinder and <br /> then paved and they saw an immediate increase in use. A motion was made by Councilman <br /> Langley with a second by Councilman Clark to approve the request. Motion carried 3-0 <br /> Mr. Callahan also requested$17,780.00 from Food and Beverage to expand the restroorn at the <br /> front of the park to increase the size. There is $3,000 more expense the park will do on their own <br /> bringing the project to 20,780.00 the lowest bid by Newcomb Construction. A motion was made <br /> by Councilman Clark to approve the expenditure from Food and Beverage Fund. Councilman <br /> Langley seconded the motion. Motion carried 3-0. <br /> Brian Haggard, Banning Engineering, got the fieldwork back and realized an additional permit <br /> was needed with DNR for the Cemetery project. They will need an additional $6,000 to notify <br /> the adjacent landowners and get the permit. A motion was made by Councilman Clark with a <br /> second by Councilman Langley to approve up to $6,000 from the Riverboat Fund to go thru the <br /> permit process. Motion carried 3-0. <br />
