3 <br /> n <br /> �7 <br /> January 5, 2010 <br /> The Mooresville Town Council met in regular session on Tuesday, January 5, 2010, at 6:30 P. <br /> M. at the Mooresville Government Center. <br /> Town Council members present were: Ryan Goodwin, Tony Langley, John L. Clark,Mark <br /> Harris, and Jeff Cook. All members were present. Town attorney Tim Currens was present. <br /> Jim Taylor, Grace Church, gave the prayer. <br /> The new Morgan County Economic Director, Joy McCarthy Sessing,was present. <br /> A motion was made by Councilman Clark with a second by Councilman Langley to approve the <br /> minutes of December 15, 2009. Motion carried 5-0. <br /> A motion was made by Councilman Harris with a second by Councilman Clark to approve <br /> confirmation of Ryan Goodwin for Council President and Tony Langley for Council Vice- <br /> President. Motion carried 5-0. <br /> Rodney Culver appeared before the council to request connection to the force sewer main on <br /> Crosby Road. Townview Apartments have a sewer main at that point. Mr. Culver's parents are <br /> selling him 1 and %2 acres to build a home. He would have to have two acres to put in a septic <br /> system. His parents would also like to connect to the sewer. Ross Holloway was present and <br /> told him he would have to go thru the Plan Commission for a minor plat. Joe Beikman, Street <br /> Commissioner, said he would have to be on a force main. Councilman Harris explained to Mr. <br /> Culver he would have to voluntary annex to the Town at some point and time. A motion was <br /> made by Councilman Clark with a second by Councilman Harris to approve if the other steps <br /> have been taken. Motion carried 5-0. <br /> Ross Holloway,Holloway Engineering, brought two rezone requests to the council. The first <br /> was Springhill Christian Ministries on Highway#144. The Plan Commission gave a 5-0 <br /> recommendation to send to the Town Council. There are forty four residential units for 55 and <br /> older. The units are single story and there will not be an increase in traffic but will be more <br /> evenly distributed instead of at peak times. Councilman Harris asked if this plan could change <br /> once the new owners took over the property. Ross Holloway and Tim Currens had concurred <br /> that detailed plans still have to be approved by the plan commission. If the owners of the unit <br /> needed a helper care provider there would be three people per unit but this is very rare. A <br /> motion was made by Councilman Clark with Councilman Cook to approve the rezone Ordinance <br /> #1, 2010. Motion carried 5-0. <br /> Ross Holloway, Holloway Engineering,presented a rezone from Agriculture to I-1 for Mark <br /> Allison on land that lies behind Allison Transmission. Mr. Allison wants to put a landscaping <br /> business on the property. There were no remonstrators to the rezone. A Motion was made by <br /> Councilman Clark with a second by Councilman to approve Ordinance#2, 2010 to approve the <br /> rezone from Ag to I-1. Motion carried 5-0. <br /> A motion was made by Councilman Harris with a second by Councilman Cook to accept the <br /> lowest bid from Merrill Brothers for a digester and paying out of Sewer Operating. Motion <br /> carried 4-1. Councilman Clark opposed. <br /> Council President Goodwin appointed a commissioner for each department. They are: WWPT- <br /> Tony Langley, Park-Ryan Goodwin, Fire-Jeff Cook, Police-Tony Langley, Street-John L. Clark, <br /> Utility-John L. Clark, Stormwater-Tony Langley, Cemetery-Ryan Goodwin, Town Hall-Jeff <br /> Cook, Town Court-Mark Harris, Technology-Ryan Goodwin,Animal Control-Mark Harris, <br /> Building & Grounds-Jeff Cook. <br /> A motion was made by Councilman Clark with a second by Councilman Langley to approve <br /> keeping three town employees, Charles Berwick, Darrell Brown, and Brian Anderson on the Plan <br /> Commission. Motion carried 5-0. <br /> A motion was made by Councilman Harris with a second by Councilman Cook to approve <br /> reappointing Dean Kays to the police commission. Motion carried 5-0. <br /> A motion was made by Councilman Clark with a second by Councilman Langley to approve <br /> Harold Gutzwiler to serve on the Redevelopment Commission. Motion carried 5-0. <br />
