A motion was made by Councilman Harris with a second by Councilman Clark to approve Mark <br /> Mathis reappointment to the Morgan County EDC board. Motion carried 5-0. <br /> A motion was made by Councilman Clark with a second by Councilman Harris to approve <br /> Council President Goodwin's recommendation of Mark Mathis for the Morgan County EDC <br /> executive committee. Motion carried 5-0. <br /> Council President Goodwin has been on the Morgan County EDC board for two years and now <br /> since he was working second shift he asked the council if they would entertain a new <br /> appointment for the board. Council President Goodwin recommended George Watkins for the <br /> position. Councilman Harris requested to table this appointment to January 19th meeting. A <br /> motion was made to table to January 19th meeting by Councilman Harris with a second by <br /> Councilman Cook. Motion carried 4-1 with Councilman Clark opposing. <br /> Councilman Langley stated the Stormwater was an unfunded mandate and he thought there was a <br /> need to consider the possibility of raising the fee. He requested this be on the agenda for January <br /> 19th and wants input at the meeting from the residents. <br /> Legal: A motion was made by Councilman Clark with a second by Councilman Langley to <br /> make a change in the EDIT Plan and add $300,000 to the plan for paving. There is already <br /> $25,197.00 for the cemetery, $277,285.00 for the health insurance, and$50,000 for Morgan <br /> County EDC. Motion carried 4-1 with Councilman Harris opposed. <br /> Attorney Currens explained the work done on erosion on a Bridge Street levy and said the <br /> agreement was the Town would pay one-third of total bill of$3,500 out of Food and Beverage. <br /> A motion was made by Councilman Cook with a second by Councilman Clark to approve. <br /> Motion carried 5-0. <br /> Attorney Currens announced there would be an executive session at 5:30 on January 19th and the <br /> council meeting.at 6:30. This is to discuss the letter the council received concerning on duty <br /> injury. <br /> Fire Chief, Tim Medsker, reported 1,013 calls in 2009. <br /> Clerk-Treasurer Sandra Perry announced the publishing of an additional appropriation for Public <br /> Safety LOIT in the amount of$192,000 for the police supplies and$42,000 for fire supplies and <br /> $291,550 for Fire Other Services and Charges. A Public Hearing will be at the January 19th <br /> meeting. <br /> Stormwater: Councilman Mark Harris said he wanted to address two items with the salary <br /> ordinance; the Park wants to delete the 25 cent raise for returning summer help for 2010. Also, <br /> he thought the part-time salary for the Stormwater Secretary should be raised from $11.52 to <br /> $13.75. Council President Goodwin agreed with the need to bring up her pay but was against <br /> singling her out when the rest of the employees did not receive a raise. Councilman Harris made <br /> a motion to increase the Stormwater Secretary pay from $11.52 to $13.75. There was a second <br /> by Councilman Cook. The vote was two for and three opposed. Councilman Clark, Councilman <br /> Langley, and Council President Goodwin voted opposed. Motion did not carry. <br /> Attorney Currens said he made the ordinance identical as last year and an amendment was <br /> needed for the Park. They are not giving a 25 cent raise to returning summer help in 2010. A <br /> motion was made to approve this amendment to the salary ordinance by Councilman Langley <br /> with a second by Councilman Clark. Motion carried 3-2 with Councilman Cook and <br /> Councilman Harris opposed. <br /> Animal Control Officer Mark Taylor reported twenty(20) calls, six (6) impounds, and four(4) <br /> returns. <br /> A motion was made by Councilman Clark with a second by Councilman Langley to approve <br /> payment of the claims. Motion carried 5-0. <br /> There being no fixrther business to come before the council at this time a motion was made by <br /> Councilman Clark with a second by Councilman Langley to adjourn the meeting. Motion <br /> carried 5-0. <br />
