M. at the Mooresville Government Center. <br /> Council members present were: President George Watkins, Jeff Cook, John L. Clark, <br /> and Mark Mathis. Vice-President Tony Langley was absent. Town attorney Tim <br /> Currens was present. Clerk-Treasurer Sandra Perry was absent and Erma Holmes took <br /> the minutes. <br /> Guy LanCour, First Baptist Church, gave the invocation. <br /> A motion was made by Councilman Clark with a second by Councilman Cook to approve <br /> the minutes of May 17, 2011. Motion carried 4-0. <br /> Joy Sessing, Morgan County Economic Director, presented information for Capital <br /> Adhesive's confirmatory resolution for tax abatement. The investment in improvement is <br /> estimated at$400,000 with at least five new employees to be hired at a payroll increase <br /> of at least$208,000. One of the owners, Roger Wathen, spoke to the council about their <br /> business. There were no questions from the council. Julie Lakes, Mooresville, expressed <br /> her concern about tax abatement in general. She feels that more follow up should be <br /> done,that fulfillment of promises and compliance to the agreements. Jeff Scalf, living <br /> outside the Mooresville town limits, spoke to say that the wording in the agreement <br /> should say full compliance,not substantial compliance. Council President Watkins <br /> answered both Julie Lakes and Jeff Scalf that CF-1 compliance forms are reviewed each <br /> year by the Council. He also said that the word substantial compliance is a state statute <br /> and can not be changed to say full compliance. With no other questions or comments a <br /> motion was made by Councilman Mathis with a second by Councilman Clark to approve <br /> Confirmatory Resolution# 12 for Capital Adhesives, (Angermier&Wathen). Motion <br /> carried 4-0. <br />
