1.005 <br /> August 16, 2011 <br /> The Mooresville Town Council met in regular session on Tuesday,August 16, 2011 at <br /> the Mooresville Goveinment Center. <br /> Council members present were: President, George Watkins and Councilmen John L. <br /> Clark, Jeff Cook and Mark Mathis. Councilman.Tony Langley was absent. Town <br /> Attorney, Tun Curren was present. <br /> Gene Deverick of Grace Church opened the meeting with prayer. <br /> A motion was made by John L. Clark, second by Jeff Cook, to approve the minutes of the <br /> August 2, 2011 meeting. Motion carried 4-0. <br /> The first item on the agenda was the renewal of the Town's health insurance policy. <br /> Dean Mayfield, of Mayfield Insurance was present as the Town's agent for health <br /> insurance, to present the details of the renewal. During the 2009-2010 policy year the <br /> Town spent$830,000 over the twelve month period in claims, which is a very good year. <br /> In the first nine months of the 20102011 policy year,the Town has already spent <br /> $1,200,000. If it continues to trend the way it has so far this year,the Town should end <br /> up spending around $1,600,000. The Town has been reimbursed$303,000 for three <br /> claims that were over the $40,000 specific deductible and have received almost $450,000 <br /> in discounts from the Sagamore Network. There were 12 claims that totaled <br /> $704,000.00,making up 66% of the total claims for the year. The current cost of the <br /> insurance and the administration, is $268,541.00. The administration fees went up 2.5%. <br /> The rest of the increase of the fixed costs is due to increases in the specific and aggregate <br /> premiums because of the losses we have had this year. This year our total maximum <br /> exposure before reirnbursement is $1,622,836. The insurance committee has met and is <br /> recommending the Town increase the specific deductible per person from$40,000 to <br /> $50,000. That will reduce the fixed cost increase, bringing the new fixed cost down from <br /> $318,436 to $275,720, which is a$7,200 increase over the current year. The new <br /> maximum exposure for 2011-2012 would be $1,900,000. There have not been any <br /> changes to the plan other than federally mandated changes that will become effective <br /> January 1, 2012. The insurance committee is planning on reviewing the plan to see if any <br /> other changes are needed before the January 1St renewal. President Watkins stated that <br /> one of the realities of insuring in the way that is most beneficial to the Town is that there <br /> is managed exposure on the part of both the Town and the insurance company and that in <br /> reality we were due for a bad year, but it also merits a review. <br /> There being no other questions or comments from the board, a motion was made by <br /> Councilman Clark, second by Councilman Mathis to accept the renewal with changing <br /> the specific deductible from $40,000 per person to $50,000. Motion carried 4-0. <br /> The next item of business was the Non-Binding Memorandum of Understanding between <br /> the Indianapolis Airport Authority and multiple surrounding cities, towns,townships and <br /> counties. The Airport is exploring the possibility of several surrounding entities working <br /> together on future economic development. <br /> A motion was made by Councilman.Clark, second by Councilman Cook,to allow <br /> President, George Watkins to be the signatory on the Non-Binding Memorandum of <br /> Understanding. Motion carried 4-0. <br /> In other business, citizens from Sunset Manor have requested No Parking signs be put up <br /> on one side of the street. Joe Beikman, Street Commissioner, stated that there was an <br /> ordinance passed in 1977 and signs were put up, but after receiving complaints the <br /> council had him take them back down about three months later, however the ordinance <br /> was never repealed. President Watkins stated that having the street cleared on one side <br /> would help traffic flow in an emergency situation and there are plenty of other parking <br /> opportunities there. He wanted to advise the other council members that he has told Mr. <br /> Beikman to put the signs back up and if the council wants to revisit the ordinance at.a <br /> later date, they can do that, but for now the Town needs to have their actions follow their <br /> ordinances. <br />
