1014 <br /> Bea Lewis, 27 Sunset Manor stated her concern was with safety if there is parking on <br /> both sides of the street because visibility was bad and she almost got hit twice. <br /> Dan Krieger, corner of Sunset and Morning Star said parking on both sides of the street <br /> slowed down the traffic, and now with no parking people fly around the corners. <br /> Linda Poynter, 50 Sunset Manor, said she had lived there 49 years and asked when the <br /> signs were taken down. The Town Council does not know exactly when the signs came <br /> down. She said if cars were parked on the street ambulances or fire trucks couldn't get <br /> down the street. <br /> Tim Viles,Police Chief,reported the restriction for parking on the side of the street was <br /> for a reason. The streets are too narrow especially for snow plowing. <br /> Tim Medskex Fire Chief,reported parking on both sides of the street should be <br /> prohibited. Fire trucks are 13 feet wide minus the mirrors the street <br /> is 26 feet wide, and <br /> cars on both sides of street another 12 feet and that doesn't take into consideration of the <br /> curb. That doesn't leave much room. <br /> Street Superintendent, Joe Beikman,reported the parking should stay as it is right now. <br /> Snow plows need to get thru, especially if the snow piles up. He feels most of the houses <br /> have adequate area to install a wider driveway. <br /> Town Council President George Watkins and Councilman Cook went there and there is a <br /> drainage issue plus the parking issue. Councilman Mathis stated he was not prepared to <br /> make a decision and wanted.to study this issue more. A motion was made by <br /> Councilman Mathis with a second by Councilman Cook to table this issue to the <br /> December 6h, 2011 meeting. Motion carried 5-0. No more notices will be sent. This <br /> will be on the agenda. <br /> A motion was made by Councilman Clark with a second by Councilman Langley to <br /> approve pay request#13 for Wilhelm Construction in the amount of$265,721.40. <br /> Motion carried 5-0. <br /> Legal: Attorney Curren explained the ADA compliance unfunded mandate. The <br /> paperwork has to be in by November 18 '. There are three resolutions to be approved. <br /> A motion was made by Councilman Langley with a second by Councilman Clark to <br /> approve Resolution 17, 2011 to adopt the American Disabilities Act and give Council <br /> President the authority to appoint a coordinator and procedures. Motion carried 5-0. <br /> A motion was made by Councilman Langley with a second by Councilman Clark to <br /> approve Resolution#18, 2011, adopting acceptance of guidelines for compliance. <br /> Motion carried 5-0. <br /> A motion was made by Councilman Langley with a second by Councilman Clark to <br /> approve Ordinance#19, 2011 to establish a transition plan for compliance. Motion <br /> carried 5-0. <br /> All councilmen agreed by a show of hands to move forward and present our statement to <br /> MPO that we are compliant with ADA and show we adopted a grievance procedure if <br /> there is an issue. Also to show we are working on a pedestrian map, we have an <br /> inventory of assessment and methodology and we are not using outside consultants. <br /> A motion was made by Councilman Mathis with a second by Councilman Langley to <br /> table the issue on a wastewater connection rate for Equipment Technologies to the <br /> December 6, 2011 meeting. Motion carried 5-0. <br /> A motion was made by Councilman Mathis with a second by Councilman Langley to <br /> approve a no parking ordinance for the Town parking lots, one on East Harrison, one on <br /> West Harrison, and one on West Main Street from midnight to 6 A. M. Motion carried 4- <br /> 1. <br /> Council President Watkins opposed. <br />
