1025 <br /> March 6, 2012 <br /> The Mooresville Town Council met in regular session on Tuesday, March 6, 2012, at <br /> 6:30 P. M. at the Mooresville Government Center. <br /> Council members present at the beginning: Vice-President Mark Mathis, Tony Langley, <br /> Virginia Perry, and Jeff Cook. President George Watkins came in later. Town attorney <br /> Tim Currens was present. <br /> Bob Kouvall, First Baptist Church, gave the invocation. <br /> A motion was made by Councilman Langley with a second by Councilwoman Perry to <br /> approve February 21, 2012 minutes with a change to paragraph three to read PaeMoore <br /> had originally scored thirty points instead of twenty points on the SB-1. Motion carried <br /> 4-0. <br /> Next on the agenda was a request from Overton Industries to approve the CF-1 for their <br /> tax abatements. Councilwoman Virginia Perry read research results for the council <br /> (insert). <br /> a <br /> March 6, 2012 <br /> 1 have researched past SB-1's and CF-1's for Overton and Sons Tool and Die and find the following: <br /> Overton &Sons have received six(6)tax abatements,the first two in 2003 for Personal Property and for <br /> Real Estate. The tax abatement for Personal Property(10 years),according to County records,will end <br /> this year. The Real Property(Real Estate)tax abatement ended last year and was six(6) year tax <br /> abatement. <br /> The Personal Property tax abatement from 2003 is the only one that was approved for ten (10)years by <br /> the Town Council for this Company. <br /> Other tax abatements were for 2007 (5 years), 2008(3 years),2009 (3 years) and 2010(3 years). `The <br /> tax abatement for 2008 will also end this year. The 2007 tax abatement will end in 2015 and the 2009 <br /> and 2010 will end next year. <br /> I have requested additional information this Company and they have provided that information which <br /> has been useful in considering this CF-1. That information has to do with the number of employees, if <br /> they are local employees;full or part time and if this Company advertises in the local paper for <br /> employees. <br /> I am advised that they currently have a total of 69 employees;of those 69,six(6)are part time. Of the <br /> 69 employees, a total of 36 are Morgan County residents. That is more than half of their total <br /> employees. Advertising for employees is sometimes at the local level and depends on the skill level of <br /> the job they are wishing to fill. Often time they will contact universities or other sources to fill positions. <br /> Based on the information I have complied (see attached)for Overton &Sons Tool and Die, I find this <br /> Company has been in substantial compliance with this CF-1. <br /> Virginia Perry <br /> A motion was made by Councilwoman Perry with a second by Councilman <br /> Cook to approve the CF-1 for Overton Industries. Motion carried 4-0. Steve Overton <br /> told the council they had been in business in Mooresville for 45 years. He invited the <br /> council to tour the facility and said he appreciates the support. <br /> Chief Viles came before the council to ask for some new vehicles. He would like to bay <br /> four cars to replace the 2007's. Councilman Langley said there looked like there were <br /> three 2007 cars on the list Chief Viles had given them but they were not the ones with the <br /> most miles. The Police are looking at a 2013 Ford Taurus at a price of$23,500 each on a <br /> State bid. The council discussed using the CCD fund to buy the cars,then when the older <br /> cars are sold that money goes back into the CCD fund. Councilman Langley said he <br /> wanted the purchase of cars back into the budget. That line item had been made zero <br /> when the levy was not enough to support the money for payments. <br />
