N, . MOORESVILLE BOARD OF ZONING APPEALS MINUTES THURSDAY,AUGUST 9, 20017:00 P. M. The Board of Zoning Appeals met on Thursday, August 9, 2001, at 7:00 P. M. at the Mooresville Town Hall. Members present were: President Don Barry, Alan Kramer, Jeff Justus, Jon Swisher, and Mike Young. No members were absent. Town attorney Tim Curren was present. Motion was made by Alan Kramer, second by Jeff Justus to approve minutes of July 12, 2001. Motion carried 5-0. First on the agenda,Marvin McGregor, 436 Carlisle-request for a variance to change entrance from alley to front off of Carlisle Street. Mr. McGregor did not appear. Attoey Tim Currens said this would be tabled to next meeting and new notices would have to be sent. Next,Mr. Goodwin,Pastor of Heritage Church, located at 61 West Harrison Street,with a request to construct a fellowship hall onto the back of their church. He told the board they had several senior people and they needed to be in compliance with an ADA . restroom. He also said they needed more classrooms. They are requesting a variance for setback and lot coverage. A petition from the surrounding neighborhood was submitted to the board concerning the lack of parking for the church. Pastor Goodwin said they would not lose parking spaces because at present there is no on site parking lot. He said the Town Council President had given permission for the church to use the Town Hall parking lot at the corner of South Indiana and Harrison Streets on Sundays. Miller's Merry Manor had also given them permission to use a part of their parking lot on Sundays. Miller's is located farther down from the Church on West Harrison Street. Pastor Goodwin told the board the sanctuary dated back to 1914 and the back part of the building dated back to 1941. At present the highest attendance was 151 and the lowest was 44. He said the seniors have trouble navigating the stairs to the basement for Sunday School or other activities. Jon Swisher asked the Pastor if he thought the membership would increase and he said probably. FROM THE FLOOR: Linda England, 57 West Harrison Street,told the board the building would totally obstruct the whole right view and normally there are four to five cars parked on the back lot. Ann Folk-126 South Jefferson- said it was impossible to come up Broad Alley and see left to right to pull out onto the street. Nancy Berwick spoke saying she lived two houses from the church and she doesn't oppose the church growing,but#1 cars are parked behind the church on their grass and #2 if the addition is a community building,there will be small children and fast traffic on
