They are concerned over the health of the community and feel the Scott's <br /> should be required to show proof in the form of a site design or other acceptable evidence <br /> of adequate provisions for utilities, drainage and ingress/egress to Indianapolis Road <br /> should be provided. Mr. Stewart does not believe sanitary sewers currently service the <br /> property and he doesn't believe the soil is acceptable for a septic system. He is <br /> concerned about the traffic coming out on Indianapolis Road with all the other churches <br /> in the area. They are not saying the church is not an appropriate use for this area,but the <br /> board should investigate further points 1,4, and 5 of the Special Exception before <br /> allowing the special exception. They feel there should be some proof of ingress/egress is <br /> adequate for the anticipated growth.Mr. Kramer asked where Mr. Stewart lived and Mr. <br /> Holloway stated is property was immediately north and adjoins the Scott's property. Mr. <br /> Swisher asked is currently all residents on the east side of road were on septic systems <br /> and Mr. Hollowy said be believed they were. <br /> Mr. Peden in response to Mr. Stewarts concerns stated that the church could not build <br /> until all these concerns were resolved and had met all the criteria of the zoning <br /> ordinances have been met. They are asking for approval to get started on the process by <br /> getting the Special Exception. They feel the church use of the septic system would be <br /> about the same as a single family dwelling for is will only be in use a few hours a week <br /> Mr. Kramer stated to make a motion the Findings of Fact for a Special Exceptions needed <br /> to be determined. <br /> Findings of Fact <br /> 1. The establishment, maintenance or operation of the Special Exception will not <br /> be detrimental or injurious to health, safety, moral or general welfare; No <br /> Concern. <br /> 2. The Special Exception will not be injurious to the use and enjoyment to other <br /> properties in the immediate vicinity for the purposes already permitted: No <br /> Concern <br /> 3. The establishment of the Special Exception will not impede or substantially <br /> alter the normal and orderly development of surrounding property for uses <br /> permitted in the district: No Concern <br /> 4. Adequate utilities, access roads, drainage and other necessary facilities have <br /> been or are being provided: Al long as all building codes are met there are no <br /> problems. <br />
