ACU(03 <br /> MOORESVILLE BOARD OF ZONING APPEALS MINUTES <br /> APRIL 10, 2003 <br /> The Mooresville Board of Zoning Appeals met on April 10, 2003 at 7:00 P. M. at the <br /> Mooresville Town Hall. <br /> Board members present were: Alan Kramer, Chairman, Chris Crouch, Don Barry, and <br /> Jon Swisher. Mike Young was absent. Town Attorney, Tim Currens, was present. <br /> Motion was made by Don Barry, second by Chris Crouch, to approve the minutes as <br /> amended for the March 13, 2003 meeting. Motion carried 4-0. <br /> Next on the agenda was Darren&Tammy Karr, 10830 Interurban Lane, requesting a <br /> Variance to operate a butchering business at his home. Mr. Karr stated that he wanted to <br /> run a seasonal business for deer processing at his home. Mr. Kramer asked if wanted to <br /> run this business during the deer hunting season and Mr. Karr said it would basically <br /> between October, November and December deer season. He basically busy the first two <br /> weeks of October. Mr. Kramer asked what plans he had to the by-products,parking and <br /> that sort of thing and Mr. Karr said Ray's Trash Service put in a dumpster for him, he <br /> does not special permits for dumping, because there is no by-products,just bones and <br /> some time furs. They do not require him to have a permit. Mr. Kramer asked if he would <br /> run this out of his house. Mr. Karr said he was. He said he lived in basically a 30' by 70' <br /> garage and one end is his house and the other end would be his business. Mr. Kramer <br /> asked if any of the board members had any questions. Mr. Barry asked what <br /> classification this would fall under? Mr. Currens said there was not a pacific <br /> classification. Mr. Karr said he was zoned agriculture. Mr. Currens said this would not <br /> be an agriculture use since people were coming in from off site. Mr. Crouch asked if he <br /> was proposing the processing inside the building and Mr. Karr said he was. Basically it <br /> was a three-car garage, one bay for cooler and freezers, middle bay for skinning and the <br /> other bay are for butchering and everything is enclosed. Mr. Barry asked if the Board of <br /> Health required him to have a permit and Mr. Karr said they did not. He has had Gregg <br /> Austin, who is a state inspector, to look at his place and he said he did not need a permit, <br /> a he was sanitary and he did not see that any thing was wrong. Mr. Karr said he had <br /> contacted the Morgan County Board of Health and they did not require any permits. <br /> Mr. Barry asked if he would be doing any retailing and he said if would only be <br /> processing. They come an bring the deer, fill out a slip, he keeps it with the deer, then he <br /> process it,package it up and give it back to them. He does 75% of his business the first <br /> two week of deer season. <br /> Mr. Kramer asked if there was a comment from the audience. <br /> Mr. Mike Swango, 2015 Crosby Road, stated that his property was adjacent to Mr. Karr's <br /> could not say he was against it and he has been doing this for the past two year that he <br /> has lived there. Mr. Swango said that the first year two deer legs were in his yard, but <br /> after that it has not been a problem. His question was why all of a sudden does he need a <br /> zoning change since has been operating this business. After he had the deer legs he <br />
