S <br /> MOORESVILLE BOARD OF ZONING APPEALS <br /> MINUTES <br /> THURSDAY, MARCH 8TH, 2012, 6:00 P. M. <br /> MOORESVILLE GOVERNMENT CENTER <br /> The Mooresville Board of Zoning Appeals met in regular session on Tuesday, March 8, <br /> 2012, at 6:00 P. M. at the Mooresville Government Center. <br /> Members present were: Neal Allman,Alan Kramer, Ann Whaley, and Mike Young. No <br /> members were absent. One position has yet to be filled. Town attorney Tim Currens was <br /> present. <br /> A motion was made by Ann Whaley with a second by Mike Young to approve the <br /> minutes from February, 2012. Motion carried 4-0. <br /> First on the agenda was Russell Brown, spokesman for Verizon Wireless requesting a <br /> special exception for a wireless connection 195 foot tower at 6019 East St. Rd. 144. The <br /> tower is to be put by the Church of Mt Gilead in an agriculture district. Verizon is leasing <br /> 80 feet by 80 feet of space from Mt. Gilead Church. Verizon went before the Plan <br /> Commission in December 2011 and the commission found this wouldn't be in conflict. <br /> The tower can have up to three additional providers. It will be located at the far north <br /> boundary, northern most entrance on Kitchen Road. They have to construct up to 500 <br /> feet of access drive. This tower is to provide some off loading from other towers in <br /> Mooresville. This is a capacity site as research shows one in four households have cell <br /> phone only. The base of the tower would be about 70 feet from the 100 foot easement. <br /> The tower is 5 foot at the base and is structured as a collapsible tower, it will not fall like <br /> a pencil. The towers around Henryville, the site of the last tornado did not fall. They can <br /> withstand 150 MPH winds. The tower will be 400 feet to the property line of the nearest <br /> house and has no lighting on it,but does have an emergency generator inside the <br /> structure. If Verizon stops using the tower they have to remove it. Charles Perry, a <br /> neighbor asked if the signals were harmful to people or animals. Russell Brown said the <br /> American Cancer Society website reports a study they had done that says the signals are <br /> not harmful. Another lady from the audience talked about evidence from a research that <br /> showed cows would produce less milk. <br /> Neal Allman read the six uses for a special exception from the Town's zoning ordinance <br /> book. A motion was made by Mike Young with a second by Alan Kramer to approve the <br /> Special Exception for Verizon Wireless. Motion carried 4-0. <br />
