Nila Turley, 4833 East Hadley Road asked if the developer was in charge of outbuildings. <br /> She would also like to see more masonry. Mr. Holloway told her if homeowner was in <br /> violation the Town could enforce since this was a PUD. This includes anything recorded <br /> on the plat. <br /> Vicki Lassiter, 4092 Hadley Road, voiced concerns about traffic. She said there was <br /> never going to be a stoplight at Johnson Road and Hadley Road, because you can't stop <br /> going up the road. The bridge was always washing out and there was no guard rail. She <br /> stated the Plan Commission requested Hadley Road be lowered for site visibility, but this <br /> only made it worse. It would have been better if the road was higher. She said she had <br /> cars in her yard all the time;Hadley Road was not ready for this development. She thinks <br /> traffic studies need to be done. <br /> Mr. Holloway said it would take ten years or more to develop. It will take a year or <br /> longer for the retention pond and section 1 (15 to 20 lots)to develop. He stated Highway <br /> 144 will be four lanes in the next ten years. Improvements always come because of a <br /> need not a want. He could get a time frame for the improvements at Hadley Road and <br /> Highway 67. <br /> Joe Beikman told the commission a Wal-Mart was building at Heartland Crossing. <br /> Mr. Holloway told the commission the developer had talked about fencing the <br /> playground or the pool. Commissioner McGuire said they also needed to remove the <br /> parking spaces at the playground. Commissioner Logan said he didn't think enough <br /> amenities were offered for people to want to move to the project. Mr. Holloway <br /> disagreed. Commissioner Young said no homes were being built in the Villages of <br /> Eastmore. The builder told him the lots were too small and people can't put swimming <br /> pools in their yard. <br /> Joe Beikman was concerned about the developer changing covenants and restrictions. <br /> With the new stormwater ordinance, if the homeowners association dissolves should the <br /> Town be given authority to impose a maintenance fee to maintain the stormwater. Mr. <br /> Holloway will get with Joe on maintenance of stormwater. Joe stated Rule 13 says less <br /> impervious surfaces have to be shown on the plat. <br /> Attorney Currens said no two houses should have same elevation next to each other. <br /> Commissioner Young asked the size of garages. Mr. Holloway answered 20 x 24. <br /> Commissioner Bryant asked Mr. Holloway about the issue of brick, maybe 80%but a <br /> variation of brick% and placement. <br /> Mr. Holloway asked the commission for a consensus as to proceeding with the project. <br /> He said he could make it so a reasonable number of lots had to be sold before <br /> • Homeowners Association takes over. A motion was made by Commissioner Ehrhart <br />
