S <br /> MOORESVILLE PLAN COMMISSION <br /> MARCH 26, 2009 <br /> MINUTES <br /> The Mooresville Plan Commission met on Thursday, March 26, 2009, at 5:30 P. M. at the <br /> Mooresville Government Center. <br /> Plan Commission members present were: Mike Young, Darrell. Brown, Brian Anderson, Charles <br /> Berwick, Jeff Dieterlen, Ann Whaley, and Perry King. Robert Williamson was absent. Town <br /> attorney Tim Currens was present. <br /> Commissioner King had a change in the minutes for January 2009 on 3rd page Washington and <br /> Bridge Street should be Washington and Maple Lane and Commissioner Dieterlen said on page 2 <br /> and paragraph 1, the sentence needed redone to say After more discussion the Plan Commission <br /> provided numbers to the County offices. After the changes the minutes were approved <br /> unanimously. <br /> Strategic Development Group's Erin Shane and Cory Whitesell from Hannum, Wagle, Cline, <br /> gave a presentation of the Mooresville comprehensive plan and the Morgan County corridor plan <br /> that took about nine months to put together in a draft plan. Erin went over several target areas in <br /> 11°- <br /> the plan. Two critical areas was one the industrial park, first fill empty buildings, infill available <br /> land, and improve the flow of trucks within the actual industrial park, after this the western <br /> expansion of the industrial park. Then expand east with heavy industrial. Highest priority is to <br /> expand the wastewater plant. Secondly, the downtown area was a critical area. Residents telling <br /> them they desire a greater variety of commercial and entertainment venues as well as general <br /> sprucing up of the area. The Town might want to do a downtown plan by investing in downtown <br /> infrastructure. The intersection of Indiana and Main has a parking lot in 25 %of the space <br /> which is probably not the best use of the space. A big issue was rerouting truck traffic. A <br /> comprehensive signage package is needed at the three entrances to Mooresville, one at Highway <br /> 67 and Old 67, one at Highway#144, and one at Gray Brothers Cafeteria to lure people to the <br /> downtown area. <br /> Cory Whitesell told the commission the corridor planning was a joint effort between all <br /> communities and impacted Highway#144 especially. Since I69 follows State Road 37 maybe <br /> this allows for a common ordinance or rules. This project is 10 to 20 years away,maybe longer. <br /> The exits and interchanges are not finalized by 1NDOT. You can have an impact on where these <br /> would go but INDOT has the final say. It would be important to create a common ordinance <br /> adopted by each of the different jurisdictions. The ordinance would include setbacks, signage, <br /> green space, buffers, and architectural rules, but Mooresville would not lose control of their area. <br /> The county is going to push development away from the flood plains. They would like an <br /> interchange at Liberty Church, one at Highway#37at Ohio Street, one and Highway 252 and 44, <br /> one at 39 and an overpass at Wal-Mart. Burton Lane doesn't have an interchange. Old <br /> Morgantown Rd could tie into Hendricks County. Highway 144 is in Johnson County and <br /> Morgan County is looking into building a business park in that area. <br />
