MOORESVILLE PLAN COMMISSION <br /> March 25, 2010 <br /> Minutes <br /> The Mooresville Plan Commission met in regular session Thursday, March 25, 2010 at <br /> 6:00 p.m. The meeting was held at the Mooresville Government Center. <br /> Members of the commission present were: Chairman Mike Young, Perry King, Charles <br /> Berwick, Jeff Dieterlen, Darrell Brown, Beverly Viles, and Brian Anderson(arrived at <br /> 6:20 p.m.). New board member Bill Colbert was unable to attend the meeting. Town <br /> attorney Tim Currens was also present. <br /> The meeting was called at 6:00 p.m. Member Jeff Dieterlen made a motion to accept the <br /> minutes. Darrell Brown seconded the motion. The motion carried 6-0 with none opposed. <br /> The first item on the agenda was a returning item from Holloway. It was the Deckard Site <br /> Plan Rooker and State Road 144. The item had already received zoning approval and was <br /> requesting final approval on the detailed site plan. Holloway was represented by John <br /> Larrison. Member Beverly Viles asked who the owner was and was told Rick Deckard of <br /> Bloomington. Member Charles Berwick said he was still concerned about access to the <br /> IP building by emergency vehicles. Member Darrell Brown, also a member of the fire <br /> department, said the footprint of the building is not changing so there would be no way to <br /> require a drive all the way around the building for rescue vehicles. Viles also asked about <br /> the traffic flow from Rooker Road. Larrison said there will no doubt that there will be a <br /> decrease in peak traffic. He said the usage will be stretched out over a 24 hour period <br /> instead of high peak traffic for 15 minutes. The project does propose a taper, 70-foot <br /> long, into the turn lane. Brown made a motion to approve the plan with a stipulation as <br /> recorded. The motion was seconded by member Perry King. The item passed 5-1. <br /> Member Berwick was the only descending vote stating he would like to see drive all the <br /> way around the building. <br /> The second item on the agenda was a replat from Holloway Wright PUD for Rick <br /> Deckard. Holloway was represented by John Larrison. Larrison explained that the replat <br /> was for Lot 1 because the parcel (the pregnancy care lot) was not meant to be up into the <br /> Wright PUD. Original intent is for the property line to be just east of the drive for the <br /> apartment building. The area drops off into a drainage area. The pregnancy care center <br /> had deeded over the property to Springhill Ministries. Member Jeff Dieterlen made a <br /> motion to approve the replat. Member Beverly Viles seconded the motion. It passed 7-0. <br /> The third item on the agenda was a replat from Holloway Deckard State Road 144 and <br /> Rooker Road. Holloway was represented by John Larrison. Larrison explained that this <br /> measure would take a small rectangle parcel from the Wright PUD into Morley's PUD. <br />
