with flat tires. Mr. Beikman said that is what the board needs to determine whether
• this is a zoning violation or an abandoned vehicle which the police department
would need to check out.
Commissioner McGuire asked what ordinance pertained to parked cars in
homeowners backyards without plates and Mr. Currens stated it was the
Abandoned Vehicle Ordinance. Mr. McGuire stated there was a home on N.
Indiana St. where they are lining them up in the backyard, but he does not have the
address. Mr. Currens told him to call him with the address and he would have Mr.
Beikman look at it and report his findings to the next meeting.
Commissioner Bryant said the water company had a meeting, in which
Commissioner Brown was at, on well head protection. He presented a map showing
the five year delineation around the well field, which is only for Indiana American
Water Co. He would like to have this map submitted in with Comprehensive Plan.
He said if there was any kind of spill within this boundary it could potentially cause
hazard to the water system within five years. There are businesses within that area
that have been identified as businesses that could have an affect on the water
company. The reason he was asking this is that he did not want the town to get into
the situation like Martinsville has now. Mr. Beikman said this is something that
should be in the Comprehensive Plan and maybe even in the Zoning Ordinance for
that matter. He said that if Hill Water Co had something it should be included also
this should also be address in the Storm Water Ordinance.
111
Chairman Young asked Mr. Holloway if he had any comments and he said this is
something that defiantly needed to be in the zoning ordinance and the overlay
district. Within the boundary of the five year time travel for the water protection
area there should be restrictions on land uses in those areas such as petroleum uses
as far as filling stations and such. There are restrictions of chemicals in those areas.
They not only have to meet the zoning requirements, but if it is the overlay areas
they would have to have engineering studies done and make plans for their
containment areas and things like that. So it defiantly needs to be in the Zoning
Ordinance with special restrictions in the overlay area. Commissioner Bryant
asked if he had and ordinance written to that affect and Mr. Holloway said he did
and it was modeled after the Indianapolis Ordinance. Mr. Holloway said he would
get a copy of the Martinsville Zoning Ordinance to the board.
Commissioner Williamson said he left a message for Mr. Beikman about a trailer
being lived in at 231 Maple Lane behind the house. For about a month people have
been living in the trailer.
Mr. Beikman said that part of the things that needs to be look at with the ordinance
changes is the Rule 13 for storm water requirements, our density requirements, the
amount of previous surface we require, and there are several things in that line that
needs to be looked at.
Building Inspector, Joe Beikman, reported 17 permits and 57 inspections.
