M. at the Mooresville Government Center. <br /> Council members present: President George Watkins, Mark Mathis, Tony Langley, <br /> Virginia Perry, and Jeff Cook. No members were absent. Town attorney Tim Currens <br /> was present. <br /> Jerry Zeiring from First Christian Church gave the invocation. <br /> Public Hearing first for TOA tax phase in: No questions from public or Town Council. <br /> A motion was irnade by Councilman Mathis with a second by Councilwoman Perry to <br /> approve Confirmatory Resolution#2, 2013,. a tax phase in for TOA for ten years on real <br /> estate and ten years on equipment. Motion carried 5-0. <br /> A motion was made by Councilman Langley with a second by Councilman Cook to <br /> approve minutes of January 15 and January 28 meetings. Motion carried 5-0. <br /> Jeff Pipkin and Lance Ratliff appeared before the council concerning the workforce <br /> development board that is in transition to a formally federal recognition board. Don <br /> Adams is proposed to represent Morgan County on the workforce investment board <br /> responsible for the financial part of the board. A motion was made by Councilman <br /> Mathis with a second by Councilman Langley to accept Don Adams as the county <br /> representative and the Town Council President to be signatory on the paperwork. Motion <br /> carried 5-0. <br /> A motion was made by Councilman Langley with a second by Councilwoman Perry to <br /> approve pay request#28 for Wilhelm Construction in the amount of$165,096.90 for <br /> Wastewater expansion. Motion carried 5-0. <br /> Fire Chief Tim Medsker appeared before the council to inform them their department had <br /> received an SCBA grant from FEMA to fund air packs in the amount of$157,800.
