MINUTES OF THE BOARD OF ZONING APPEALS

The Board of Zoning Appeals met on Wednesday, April 18, 1990 at 7:00 P.M.
Present were members Donald Barry, Vernon Kimmel, Robert Tucker, and Alan
Kramer. Also standing in for board attorney, Timothy C. Currens, was attorney
Michael A. Ksenak. Chairman Barry determined there was a quorum and proceeded
to approve the minutes of the March 21, 1990.

Don Barry noted that the first two items on the agenda, being the Spring
Hill Plan Unit Development and the Plan Unit Development of Roger and Karen
Raymond were to be tabled until the May 16, 1990 meeting.

John Mills, local attorney, came before the board with a special exception
application for land located east of the existing White Lick Cemetery for
expansion. This item was not on the agenda but Mr. Mills had the proper notice
requirements fulfilled. The board agreed to pursue the matter. Mr. Mills
indicated that there was a conditional offer of purchase of approximately 4.78
acres southeast of the existing cemetery which would be used for expansion of
the cemetery. Mr. Mills noted that in 1986 there were 33 burials in the cemetery,
in 87 there were 30 burials and in 1989 there were 40 burials. The estimate
of the trustees of the cemetery is that by the year 2000 the present cemetery
will be filled. He advised that the cemetery did not have a present need but
it would be one upcoming in the near future.

Mr. Mills further advised that there was no access to the property except
through the existing cemetery or through the Copeland's existing land. He
requested that the board forward this matter to the Planning Commission for a
determination if the request meets or adversely affects the Master Plan. Don
Barry indicated that the board would submit the application for that determination
at the Planning Commission to be held next week and then it would be returned
to the Board of Zoning Appeals at the May 16, 1990 meeting. Don Barry also
advised the individuals present that there would be no further notice sent
