That the establishment of the special exception would not <br />impede or substantially alter the normal and orderly development <br />and improvement of the surrounding property for uses permitted in <br />the district, due to the location on a four-lane highway and the <br />aforementioned uses in the area. <br /> <br /> 4. That adequate utilities, access roads, drainage, and <br />other necessary facilities have been or are being provided in that <br />access and drainage would not be changed, and the utilities are <br />already present. <br /> <br /> 5. That adequate measures have been made to take care of the <br />ingress and egress so designated as to minimize traffic <br />congestion on public roads, noting that an access road was already <br />in to this property off of State Road 67. <br /> <br /> 6. That the special exception will be located in a district <br />where such use is permitted, and all other requirements in this <br />ordinance, which are applicable, are being met. <br /> <br /> The next item to come before the board was the use <br />classification request from the Plan Commission for a <br />determination of use for a "Truck Dispatch Center and Repair <br />Center" for a business which would be dispatching trucks, which it <br />owns and some which it does not own, and the truck repair on the <br />premises of vehicles which it owns. The board's attorney advised <br />the standards that it must look to under the ordinance as defined <br />under Section 10.6, "Uses Not Listed."
