1. The establishment, maintenance, and operation of the <br />Special Exception would not be detrimental to or endanger the <br />public health, safety, morals, or general welfare, since this use <br />was residential in nature. <br /> <br /> 2. That the Special Exception would be injurious to the use <br />and enjoyment of other properties in the immediate vicinity for <br />the purposes already permitted, due to the interference with the <br />enjoyment of the surrounding properties. <br /> <br /> 3. That the establishment of the Special Exception would <br />impede or substantially alter the normal and orderly development <br />and improvement of the surrounding property for uses permitted in <br />the district with the lowering of property values hurting proposed <br />development of surrounding ground. <br /> <br /> 4. That adequate utilities, access roads, drainage and other <br />necessary facilities would be provided. <br /> <br /> 5. That adequate measures have been or would be taken to <br />provide ingress and egress so designated as to minimize traffic <br />congestion on the public roads. <br /> <br /> 6. That the Special Exception would be located in a district <br />where such use is permitted, and all other requirements in this <br />Ordinance which are applicable to such Special Exception would be <br />met. <br /> <br /> The Board then entertained a motion by Tilford Bailey to deny <br />the Special Exception. This was seconded by Robert Tucker and <br />unanimously carried. <br /> <br /> <br />
