MINUTES OF THE MOORESVILLE BOARD OF ZONING APPEALS

The Mooresville Board of Zoning Appeals met at its regularly
scheduled meeting on October 21, 1987 at the Mooresville Town
Hall. Present were board members Tilford Bailey, Don Barry, and
Warren Franklin.

The first item on the agenda was the continuation of the

Raymond Reed petition. Attorney Stovall advised that he had contacted
County Sanitarian Fred Finney. He advised that Mr. Finney would not
provide any information without an official request by the board.
He indicated that Mr. Finney did advise that the last time he was
on the Reed property that the absorption was adequate for a single
family dwelling but could not make any statements regarding satisfactory
absorption with multi-family housing.

Mr. Stovall also advised that he had contacted Inspector Beikman
who advised that the purpose of the permit was not known. Don Barry
responded that he had talked with Mr. Beikman and the permit was for
the purpose of making modifications to a single family dwelling and
that these requirements were met. The permit was definitely not
issued to allow for multi-family dwelling construction.

Tilford Bailey advised that the subdivision control ordinance
requires a letter from the Board of Health regarding septic system
approval and feels this applies to the situation at hand.

The board moved to the floor and Nancy Brooks of 436 Ferguson

Road advised that she has lived on the Reed property for two years
with her husband and three children. She advised that there would

be a difficulty if
children must have
a place to

her family was required to move. She feels the

consistency in school and that it is hard to find
live to allow her children to remain at Neil Armstrong.
