She further advised that she had read the letter that Mrs. <br />Schultz sent to the board and indicated that Mrs. Schultz and Mr. <br />Reed have had difficulty for some time regarding the water problem <br />and lack of proper maintenance on the Reed property. She advised <br />that there was a water problem at one time but another well was dug <br />and no problem existed now. <br /> <br /> Mr. Stovall presented a contractor by the name of Robert Allen <br /> <br />as a character reference. He advised that Mr. Reed was a hard worker <br />and does construction work. He felt that this variance was needed <br />to allow Mr. Reed to have income during the winter months. He felt <br />that the property was constructed according to good building standards <br />and felt that the home fit in well with the neighborhood. He did <br />advise that he felt that Mr. Reed could do something else if he had to. <br /> <br /> Mr. $chultz advised the board to recall the pictures he had <br />previously brought in which he felt indicated that the lot would not <br />support drainage for a multi-family dwelling. <br /> <br /> The board then determined that it would consider the findings of <br />fact necessitated by I.C. 36-7-4-9-18.4. The board advised that <br />they may only approve a variance if all five of the requirements <br />thereunder were met. <br /> <br /> 1. The board determined that without the Board of Health <br />information they would be unable to determine whether the request <br />would be injurious to the public health, safety, morals and general <br />welfare of the community. <br /> <br /> 2.
