by Fred Finney of the Health Department that they no longer performed
percolation tests. Mr. Stovall further advised that a Carl Green,
who had installed the finger system on Mr. Reed's property, advised
that there would not be an additional permit required to add an
additional finger system.

Tilford Bailey noted that there was a drainage problem north of
town in the Young Addition and that the State Board of Health was
involved in that controversy. He advised that the board needs to
have some control over soil absorption.

Attorney Stovall noted that they had brought some witnesses with
them this evening to respond to the drainage complaints which were
raised by adjoining landowners at the last meeting. He did advise
that he would get an independent percolation test or whatever test
is required to satisfy the board that no absorption problem
exists on the property. The board noted that they could not meet
the variance requirements that the proposed use would not be
injurio~ to the public health if the existing septic system or the
land could not handle this large number of people living in the
residence.

Don Barry also asked Mr. Stovall to provide more specific evidence
on the purpose for the building permit which Mr. Stovall had brought
that meeting. Upon agreement of the board and the parties, the matter
was continued until next month's meeting.

The board then proceeded to the next item on the agenda which was
the petition ~r William E. Hardcastle requesting a variance from
the development standards of the ordinance to reduce the set-back
requirements from twenty (20) feet to ten (10) feet.
