gravel operation had not slowed sales in his opinion, and although no one could <br />precisely pinpoint this fact, the developer seemed to think that the economy in <br />general and the price of the homes was the major factor in sales being slow. <br /> <br />Mr. Schirier also advised that two homes were under construction in the Highlands <br />Addition in the $100,000 market price range, despite the homes proximity to the <br />gravel mining operation across from it on State Road 267. The realtor who handles <br />most of the sales in this area said that the mining operation was not objectionable <br />and that the woods screens it from view of the addition. <br /> <br /> Mr. Schirier then pointed out that Wellwood has screening from the proposed <br />mining operation, although there is not a highway buffering it as at the Highlands <br />Addition. He likewise stated that the homes in Wellwood were comparable in value <br />to many of the homes in the Highlands, however Wellwood had more of a mixed price <br />range in its homes. <br /> <br /> Mr. Schirier also advised that he was familiar with other wet dip,.drag line <br />operations where there were no blasting and ultimately a lake situation. In <br />particular, Eagle Creek in Indianapolis and another area off I. 74, which he owned. <br />In these instances he said that adjoining property values had not been affected. <br /> <br /> Mr. Schirier then advised that the Mooresville Plan Commission had reviewed <br /> this operation and made a finding that it would not adversely affect the master plan. <br /> Attorney Lawson pointed out that this vote was by 8 - 0. Mr. Schirier advised that <br /> the planners had looked toward the mining operation and how it would fit into the <br /> community in this area in making such a decision. In his opinion the fact that this <br /> area was near the railroad spur and other industrial zoning, along with the natural <br /> screening and creeks, trees and highways, would make this the highest and best use <br /> of this ground. Aiso, the proximity to the Mooresville Sewage Treatment Plant would <br /> make this ground less desirable for residential use through the area and again more <br /> <br />-2- <br /> <br /> <br />
