1123 <br /> March 4, 2014 <br /> The Mooresville Town Council met in regular session on Tuesday, March 4, 2014 at 6:30 <br /> P. M. at the Mooresville Government Center. <br /> Council members present were: President Mark Mathis, Vice-President Virginia Perry, <br /> George Watkins, and Jeff Cook. Tony Langley was absent. Town attorney Tim Currens <br /> was present. <br /> Randy Weddle, Community Church of Mooresville, gave the prayer. <br /> A motion was made by Councilman Watkins with a second by Councilwoman Perry to <br /> approve minutes of February 18 Executive Session and regular meeting. Motion carried <br /> 4-0. <br /> Public Hearing: LinEl tax abatement. No one from the public or on the council had <br /> anything to say. A motion was made by Councilman Watkins with a second by <br /> Councilman Cook to close the hearing. Motion carried 4-0. <br /> A motion was made by Councilman Watkins with a second by Councilwoman Perry to <br /> approve Confirmatory Resolution#2, 2014 for LinEl. Motion carried 4-0. <br /> Next, John Lambert from Horseshoes of Hope told the council he had bought property at <br /> the corner of Landersdale Rd and Slideoff Road. He was going to build some facilities, <br /> conduct a therapeutic riding program,riding arena, and give riding lessons four out of <br /> seven days a week. He started the program in 2010 at Bradford Woods but is having to <br /> move his facility. The property is not in the Town of Mooresville but he wants to be able <br /> to hook on to the sewer. He has plans to build a building 80 by 1610 feet and a horse <br /> barn 540 by 60 feet. They would maintain 12 head of horses on the 11 acres. President <br /> Mathis wanted to see zoning and other items before voting. A motion was made by <br /> Councilman Watkins with a second by Councilwoman Perry to table for further <br /> investigation to next meeting. Motion carried 4-0. The property is zoned Agriculture and <br /> this is a non profit organization. Some pay 40% of what their charges are and free for <br /> veterans and their families. <br /> A motion was made by Councilman Watkins with a second by Councilman Cook to <br /> approve the negative to positive transfers for 2013 budgets. Motion carried 4-0. <br /> Councilman Cook said he spoke to the police department about tinting windows on nine <br /> police cars. The consensus of the council was for Councilman Cook to speak to the <br /> police commission about this. <br /> Councilwoman Perry commented on larger amount checks written for certain expenses <br /> should be voted on by the council. She commented on two checks for a town website <br /> totaling $16,000 but no vote had been taken on them. <br /> Legal: A motion was made by Councilman Watkins with a second by Councilman Cook <br /> to approve the easement for the EPW grant. Motion carried 4-0. <br /> Legal: The Town Council acknowledged receipt of the Redevelopment annual report to <br /> go into Gateway for the State. <br /> Other: Councilwoman Perry announced the public records request policy. There are two <br /> versions the council looked at. The second version has the changes. The council will <br /> look at this one more time and then decide. <br /> A motion was made by Councilman Watkins with a second by Councilwoman Perry to <br /> approve $430,836.56 paid in claims. Motion carried 4-0. <br />
