Steve Oschman said that a good portion of the area was in the <br /> <br />flood plan already. <br /> <br /> The Board then proceeded to Item 4 of the special exception requirements with <br />Paul Walters questioning the access road. Wendell Thaler questioned whether the <br />road specs could meet the specs required for heavy traffic. Warren Franklin stated <br />that the lower access roads were not built to county specs as the road to the <br />treatment plant was. Steve Oschman questioned the affect of the traffic from <br />this operation on S.R. 67 and potential traffic problems. Paul Walters pointed <br />out the number of traffic lights within a short distance and said this might <br />necessitate further traffic control. Paul Walters also pointed out the potential <br />safety and traffic problems of the vehicles coming on to S.R. 67 and the mud and <br />dust problems from this type of traffic. <br /> <br /> The Board then proceeded to Item 5. Wendell Thaler suggested that acceleration <br />and de-acceleration lanes would be needed and possibly the State would require this <br />for safety purposes. Tilford Bailey felt that the trucks would cause traffic <br />congestion on S.R. 67. Warren Franklin stated that the acceleration and de- <br />acceleration lane would effect the Freeman properties and the Lowell Haltom <br />property adjacent to the road there. <br /> <br /> The Board then proceeded to Item 6. Under Item 6, Wendell Thaler believed <br />that the other requirements were met and Tilford Bailey pointed out that you could <br />mine sand and gravel any place under the special exception procedure if these <br />requirements set out in the ordinance were met. The Board then proceeded to <br />discuss the sewer treatment plant and contamination. In particular, Warren <br />Franklin pointed out that it was constructed in an area surrounded by dike high <br />enought to accomodate the 100 year flood plain level to prevent overflow into the <br /> <br />-3- <br /> <br /> <br />
