He stressed the fact that Mr. McConnell was not requesting a permanent
change but simply a five (5) year variance to allow him time to construct
a home.

Mr. McConnell presented pictures of the proposed site of the mobile
home and indicated that it should not be visible from the road and would
remove only as much shrubbery as was necessary in order to place the
mobile home on a foundation.

Mr. Lawson indicated that if the Board saw fit to grant the variance
for five (5) years, that he would further request on behalf of his client
that the Board waive the requirement of a permanent foundation. The
placement of a permanent foundation would be an extra added expense and
would merely have to be removed at the time that a home was being
constructed.

The Board asked Mr. McConnell what the size of the mobile home would
be and he indicated that the mobile home was 80 foot long by 14 foot wide
with a 20 foot expander. Mr. Lawson further stated that his client would
be willing to agree to make this variance personal to Mr. McConnell and to
no one else. Chairman Oschman asked for statements from any of the
remonstrators that were present. Mr. Joe Cothran, a neighbor, stated that
he would like to see something in writing specifying that the mobile home
would not be allowed on that area for longer than five (5) years. Mr. Lawson
responded that by the Board granting the variance for five (5) years that
any and all enforcement would be with the Board and that if Mr. McConnell
wanted to leave the mobile home there for a greater period of time that
this entire procedure would have to be gone through again and the Board
would have to approve an extension of time.

-2-
