<br />ENGINEERING REPORT <br /> <br />Engineering and traffic investigation in the vicinity of Newby Elementary School <br /> <br />~ <br /> <br />SITE: Newby grade school is located on the west side of SR 267 (Monroe Street) just west of the west <br />end of Morgan Street and just north of Memorial Drive. (See attached map.) The pavement is 24 feet <br />wide with a sidewalk along the west side of the street immediately adjacent to the pavement. There is no <br />sidewalk along the east side. The sight distance is good for northbound traffic and fair to poor for <br />southbound traffic. The existing posted speed limit through the site is 30 MPH. Crossing guards are on <br />duty at Morgan Street and Main Street. <br /> <br />.SCHOOL DATA: Grades through 6th. The in town district is: <br />1. All of town south of Main Street, including the north side of Main Street. <br />2. All of town west of Indiana Street north to Circle Drive. <br />3. The apartment complex west of the IGA grocery. <br />There are 320 students, of which 91 are classified as "Walkers". The school day begins at 8:30 AM and <br />ends at 3:10 PM. <br /> <br />TRAFFIC: Traffic counts were made on October 28, from 8:10 AM to 8:45 AM and from 3:00 PM to 3:30 <br />PM. The location of the counts was at the intersection of Morgan Street and SR 267. The count was of <br />traffic on SR 267 and included traffic tuming in and out of Morgan Street. <br />The moming count was 339 vehicles in 35 minutes (581 vehicles per hour) <br />The aftemoon count was 341 vehicles in 30 minutes (680 vehicles per hour). <br /> <br />RECOMMENDATION: It is recommended that the speed limit on SR 267 (Monroe Street) be reduced to <br />20 miles per hour during school hours or when children are present. The reasons are as follows: <br />1. The high traffic on SR 267 during the hours when children are walking to and <br />from school <br />2. The two lane pavement with no parking lanes immediately adjacent to the <br />walkway creates a high exposure. <br />3. The poor sight distance for southbound traffic. <br /> <br />It is also recommended that the reduced speed district be from Main Street to Carlisle Street. <br /> <br />The installation of a traffic signal at Carlisle Street and SR 267 would do much to improve the safety of <br />school children in the proposed district and would complement the speed district. <br /> <br />Respectfully submitted <br />ø.//Í/Þ. 4 4/../;# <br />;P-:~~-;:7 é'1'¿;U-~{/ <br />Wilham B.
