Every care shall be exercised <br />in collecting the samples to insure their preservation, until anal- <br />yzed, in a state comparable to that at the time the samples were <br />collected. <br /> <br /> <br />228. <br /> <br />, <br /> <br />The installation, operation, and maintenance of the flow measuring <br />and sampling facilities shall be the responsibility of the person <br /> <br />discharging the wastes and shall be subject to the approval of the <br />Superintendent. <br /> <br />229.' The Superintendent, Inspector, and other duly authorized employees <br />of the Town, State water pollution control employees, and U. S. <br />Environmental Protection Agency employees bearing proper creden- <br />tials and identification shall be permitted to enter all properties <br />for the purposes of inspection, observation, measurement, sampling, <br />and testing in accordance with the provisions of this Ordinance. <br />The Superintendent or his representatives, the State water pollu- <br />tion control employees, and U.S. EPA employees shall have no <br />authority to inquire into any processes including metallurgical, <br />chemical, oil, refining, ceramic, paper, or other industries beyond <br />that point having a direct bearing on the kind and source of dis- <br />charge to the sewers or waterways or facilities for waste <br />treatment. <br /> <br />. <br /> <br />230. While performing the necessary work on private properties referred <br />to in Paragraph 229 above, the Superintendent or duly authorized <br />employees of the Town shall observe all safety rules applicable to <br />the premises established by the company; and the company shall be <br />held harmless for injury or death to the Town employees and the <br />Town shall indemnify the compnay against loss or damage to its <br />property by Town employees and against liability claims and demands <br />for personal injury or property damage asserted against the company <br />and growing out of the gauging and sampling operation, except as <br />such may be caused by negligence or failure of the company to main- <br />tain safe conditions as required in Paragraph 228. <br /> <br />231. The Superintendent and other duly authorized employees of the Town <br />bearing proper credentials and identification shall be permitted to <br />enter all private properties through which the Town holds a duly <br />negotiated easement for the purposes of, but not limited to, in- <br />spection, observation, measurements, sampling, repair, and mainte- <br />nance of any portion of the sewage works lying within said ease- <br />ment. All entry and subsequent work, if any, on said easement <br />shall be done in full accordance with the terms of the duly nego- <br />tiated easement pertaining to the private property involved. . <br /> <br />'-- <br /> <br />232. Fats, grease, oil, and sand interceptors shall be provided when, in <br />the opinion of the Superintendent, they are necessary for the <br />proper handling of liquid wastes containing grease in excessive <br />amounts, or any flammable wastes, sªnd, and other harmful ingre- <br />dients, except that such interceptors shall not be required for <br />private living quarters or dwelling units. All interceptors shall <br />be of a type and capacity approved by the Superintendent and shall <br />be located aa to be readily and easily accessible, for cleaning and <br />inapection. <br /> <br />. <br /> <br />-13- <br />
