Minutes of the Metropolitan Police
Commissioners Meeting
January 24, 2007
The meeting was opened with the Pledge of Allegiance. Dr.Knierim welcomed everyone
to the meeting. In attendance were Chief Viles, Town Board Member Mark Harris,
Commissioners Berwick, Kays and Knierim.
Commissioner Kays motioned to approve the minutes from November and December's
meetings. Commissioner Berwick seconded.
Old Business
The Commissioners briefly discussed becoming certified with ILEAC and/or CALEA.
All three commissioners requested that they would like to speak to someone who has
gone through the process and is from a department approximately the same size.
Commissioner Knierim stated that the only negatives that he saw were the initial cost of
CALEA and the fact that one officer has to be assigned to do nothing but the
accreditation. Commissioner Knierim stated that as a department that is already short on
manpower, it would very difficult to do that at this time. Commissioner Kays would like
to look at the pros and cons of becoming certified plus the benefits of being certified and
the other two commissioners agreed. Chief Viles explained his concerns with a few of
the items that are required by ILEAC and CALEA. Chief Viles concerns were as follows:
- Separate holding cells for male and female prisoners, both adult and juvenile
- Our current building may not pass the inspection for ILEAC and/or CALEA
(Commissioner Berwick also stated his concerns regarding the building)
Chief Viles stated that he would make contact with both accreditation agencies and
attempt to locate someone who has recently gone through the process and is from a
department approximately the same size as Mooresville,
New Business
Chief Viles introduced Ryan Goodwin, our new Reserve Officer,to all three
commissioners. Chief Viles stated that Ryan has passed the 40-hour Pm-Basic class and
the firearms portion of his training. Chief Viles stated that they have applied to
Brownsburg's Reserve Academy that will start in March. Chief Vilies stated that the
academy would go for approximately 8 months. Chief Viles explained the Ryan would
begin riding with experienced officers and would begin his Field Training that will be
supervised by the Sergeants on the department.
