The Minutes of the Mooresville Metropolitan <br /> Police Department: Police Commission Meeting <br /> February 15, 2012 <br /> The meeting was opened with the Pledge of Allegiance. Commissioner Bryant welcomed <br /> everyone to the meeting. Present were Commissioners Bryant, Kays, Fitzpatrick, Police <br /> Chief Timothy Viles, Town Board Member Jeff Cook, Mooresville Police Officers David <br /> Schultz and Daniel Brinson and Town Attorney Tim Currens. <br /> Commissioner Kays motioned for January's minutes to be approved. Commissioner <br /> Fitzpatrick seconded. <br /> Statistics — January 2012 <br /> Incident Reports 256 <br /> Arrest Reports 66 <br /> Traffic Citations 82 <br /> Traffic Warnings in <br /> Accidents 28 (22 Property Damage, 6 Personal Injury) <br /> Mileage 25,352 <br /> Old Business <br /> Commissioner Bryant advised that SOP 9.00,Vehicle Use Policy, was changed to add <br /> the new state statute that covers residency. Chief Viles advised that the changes to SOP <br /> 9.00 were made to section II, Legal Reference, and to section Ill A. Chief Viles advised <br /> that the new state statute, which was dated January 1, 2012, is 1C Code 36-8-4-2, which <br /> states that members of a town police or fire department must reside in Indiana within <br /> the county in which the city is located or a county that is contiguous to the county in • <br /> which the city is located. <br /> Chief Viles also advised that changes have been made to the requirement that a police <br /> officer maintain in the member's residence telephone service. Chief Viles would like for <br /> the Police Commission to allow for cell phones to be included as a residence telephone. <br /> Commissioner Fitzpatrick stated that they should be allowed to have a phone available <br /> that they will respond to in a timely manner. Commissioner Bryant stated that almost <br /> everyone has a cell phone. Commissioner Bryant stated that as long as the department <br /> has a phone number in which to get a hold of the officer he doesn't see any problems <br /> with changing the SOP. <br /> Town Attorney Tim Currens stated that since a time period was mentioned, the <br /> Commission needs to consider what is considered a timely manner. Commissioner <br /> ( Fitzpatrick stated that it was hard to put an exact time frame on when they should call <br />
