Chief Viles stated that he would contact several local departments to see what they <br /> do and take the average of them. <br /> It was agreed upon by the Commission and the Chief of Police that the telephone <br /> requirements would be in a Directive and not included in SOP 9.00. <br /> Commissioner Bryant asked if the SOP was ready to be approved and Commissioner <br /> Fitzpatrick asked if the car issue had been addressed to which Commissioner Bryant P; <br /> responded that it had not. Commissioner Bryant stated that he didn't believe that the <br /> car issue should not be addressed by the Commission and that it was day-to-day <br /> operations. Commissioner Fitzpatrick stated that he thought it was in SOP 9.00 and <br /> Chief Viles stated that in SOP 9.00 it states that he issues the police vehicles and he can <br /> assign whether it was restricted or unrestricted usage. Chief Viles stated that SOP 9.00 <br /> was being changed because of the new state statute that was approved in January 2012. <br /> Commissioner Fitzpatrick asked what SOP would cover the use of police vehicle by a <br /> police officer that lives out of county. Chief Viles stated that it has never been discussed <br /> in an SOP and because the assignment of cars is tied to the budget it has always been left <br /> to the Chief of Police to make that determination. Chief Viles stated that he was aware <br /> that one officer has moved to Avon and the other officer is currently living in <br /> Brownsburg and because of the old law they were not able to take police vehicles home. <br /> Chief Viles stated that the new law has changed allowing officers to live outside the <br /> county in which they work. Chief Viles also stated that he had discussed this issue with <br /> two members of the Town Board and had not yet discussed it with the member present. <br /> Commissioner Fitzpatrick advised that he would like for SOP 9.00 to include a fifteen or <br /> twenty mile radius in which an officer can live in and take his assigned police vehicle, <br /> whether he lives in Morgan County or not. Commissioner Bryant stated that he believes <br /> the car issue is a day-to-day operation. Town Attorney Currens stated that it was within <br /> the powers of the Police Commission to make these changes. <br /> Commissioner Bryant stated that he was concerned about the snowball effect, since last <br /> month we only had one officer living outside the county and we know have two. <br /> Commissioner Bryant asked what we would do if all the officers moved out of the county <br /> and Commissioner Fitzpatrick said to let them and he explained that currently 2/3 of all <br /> the Mooresville Police Officers live outside the city limits. Commissioner Fitzpatrick it <br /> provided the other two Commissioners with maps detailing the location of each <br /> residence of the police officers currently employed. Commissioner Fitzpatrick argued <br /> that an officer currently living in Morgan County can drive his car into any of the <br /> surrounding counties as long as he stays within his allotted monthly mileage but the <br /> officers that live in Hendricks County are not allowed to take their cars home. <br /> Commissioner Fitzpatrick stated that by having this restriction it restricts the quality of <br /> applicants that we will get for future hires and potentially cause us to lose current <br /> officers. <br />
