3i
Commissioner Kays asked if the officers currently living in Hendricks County pay
income taxes to Hendricks or Morgan County. Commissioner Kays stated that she
believes that you pay the taxes for which county you live in and therefore the two officers
outside Morgan County are not paying taxes to us.
Commissioner Fitzpatrick provided information regarding several agencies that
currently allow their officers to live in another county besides the one in which they are
employed.
Chief Viles advised that he wants the Mooresville Town Board's approval on this issue.
Chief Viles stated that he agreed with Commissioner Fitzpatrick in principal. Chief Viles
also stated that if it was up to him he would agree to the changes. Chief Viles stated that
because he reports back to the Town Board he would like the Town Board's approval.
Commissioner Fitzpatrick stated that he thought it was a police commission issue and
Chief Viles stated that it was a budge issue. Commissioner Fitzpatrick disagreed with
him, stating that it wasn't a budget issue and that the Chief has the authority to restrict
miles used by each officer.
Chief Viles stated that he did look at the mileage for each officer from the intersection of
Main St & Indiana St and he was prepared to change it to 12 miles. Chief Viles stated
that he was concerned about the gas costs and the money that he is currently allotted in
his budget. Chief Viles stated that he agrees with Commissioner Fitzpatrick and if we
can do it, we will do it.
Commissioner Kays asked if the police vehicle was part of their salary package.
Commissioner Kays stated that other people work out of town and no one gives them a
ear. Commissioner Fitzpatrick stated that he believes that the vehicles are part of their
issued equipment and that it has been shown if an officer has a take home vehicle it is
better cared for and the officers do not have to move their equipment. Commissioner
Fitzpatrick stated that an officer's vehicle is his office.
Town Board Member Jeff Cook stated that last year the fuel budget was cut $50,000 to
bring it to $100,000 for this year. Town Board Member Cook stated that he didn't care
where the officers drove as that was a decision for the Commission but he had to look at
the budget side. Town Board Member Cook stated that as long as we could come up with
more money for the budget he was comfortable with the changes.
Commissioner Fitzpatrick made a motion that SOP 9.00 add that the officers can live
within a twenty mile radius and take their vehicles home. Commissioner Bryant advised
that lie was not willing to make that change until the Chief of Police had approval from
the Town Board. Commissioner Kays stated that she couldn't second the motion tonight
as she feels the decision needs to come from Chief Viles and that if he is ok with the
motion then she will ok it.
Commissioner Bryant stated that because there was no second, the motion died.
it
5
