MOORESVILLE REDEVELOPMENT COMMISION
MINUTES
NOVEMBER 18, 2013
The Mooresville Redevelopment Commission members met on November 18, 2013 at
the Mooresville Government Center. ;!
Commission members present were: Chairman Harold Gutzwiller, Tim Corman, Don
Stultz, and George Watkins. William Boyd was absent.
Chairman Gutzwiller welcomed Chelsea Mann, the new Morgan County Economic
Development Director,to Mooresville.
A motion was made by Commissioner Watkins with a second by Commissioner Stultz to
approve minutes of July 15, 2013 meeting. Motion carried 4-0.
A motion was made by Commissioner Watkins with a second by Commissioner Corman
to approve the financial report as submitted. Motion carried 4-0.
Update on Gateway: The consultants from Rundell Ernstberger &Associates Carl
Kincade and Cheryl were present. Mr. Kincade told the commission the next step is to
understand which particular gateways the commission liked so they could put cost
estimates to them and develop a phasing plan and then move into final drawings and
construction plans. Cheryl recapped the Public meeting saying she heard the State Flag
was most popular because the creator came from Mooresville and the need for way
finding signs. After the public meeting she looked for connectivity to Park, School,
Hospital, and Downtown. Then she looked at Plainfield and the count trail. Then they
grouped into two main concepts.
Concept A—a flag with Blue Backdrop and tying in brick and limestone.
Concept B —A torch from the flag and wrapping the torch into a blue ribbon, a grander
identity. A pedestrian bridge over Highway 67 near High Street from East side to West
side draping State Flag across a tube which is the Pedestrian Bridge with openings that
allow people to see out with a torch center support and would have an open air, light
feeling.
Concept 1-the idea was to stand downtown and look south you could see the marker(a
masonry base with a torch and blue ribbon winding around).
Concept 2—only looks at concentrating on the torch portion, simple and elegant.
