The commission made a commitment that when statutorily possible they would help
with request. They did put the current bus garage in the plan. That is the only one that
falls in the redevelopment area. The commission is limited to things that can be done as
far as the school. All the other things that Dr. Moore listed fall outside of the
Redevelopment District. Wi- Fi was discussed also. The commission isn't unwilling to
help hut statutory restrictions are continually tightening.
Chelsea Mann received an SB-1 from J,JNEL, a division of Mestek, lnc. They are
expanding at a cost of$500,000 and adding 10 new jobs. They scored a 16 on the matrix
and qualify for a six year abatement. I.NEL lies within the TIF District.
A motion was made by Commissioner Corman with a second by Commission Stultz to
find no adverse impact on TIF District 2. Motion carried 4-0.
For the Good of the Order: Chairman Gutzwiller received a resignation from Dr.
Roberson. The Town Council President makes that appointment to the Redevelopment
Commission.
An e-mail request- The 'l'own of Mooresville no longer has paper recycling due to the
demise of the Optimist Club. Chairman Gutzwiller was thinking that a possible space for
recycling could be on the south side of the movie theatre in Southbridge. Containers
would be needed.
Commissioner Watkins stated he serves on the Morgan County Solid Waste District and
the most successful recycling they have placed was in front of the Sheriffs Department.
But Mooresville Police Department doesn't have the space. A motion was made to have
Commissioner Watkins confer with Mr. Huffman, Chairman of the Solid Waste District
and get the information needed; a report will be at the next meeting. Tim Corman
seconded the motion. Motion carried 4-0.
Southbridge: Someone backed into the fence by Ivy Tech and the fence is lying on the
ground. Three options: Get the fence fixed and commission pays, have the fence
removed or ask the tenant to pay for the repairs. The tenant has no desire to pay tbr the
repairs unless he owns that area. This area is part ofhis lease.
A motion was made by Commissioner Watkins with a second by Commissioner Corman
to give the tenant the option to repair and maintain or the fence will be taken down.
Motion carried 4-0.
Southbridge: Effective December 31, 2013 Midland Management terminates their
contract. Midland Atlantic has talked to several companies to take their place but they
will not leave us in a lurch. Midland will work with us on a month to month basis.
Midland doesn't like the bookkeeping that has to be used (State Board of Accounts and
DLGIO meaning the bookkeeping has to run thru the Clerk-Treasurer's office. Chelsea
and Harold have put together RFP'S for qualifications to other firms. They will report
back.
