ii <br /> MOORESVILLE REDEVELOPMENT COMMISION MINUTES <br /> WEDNESDAY, JUNE 27, 2012, 6:00 P. M. t <br /> This is the Public Healing for amendment to the Economic Plan and Redevelopment Plan <br /> for the Town of Mooresville. <br /> Redevelopment members present: Chairman Harold Gutzwiller, George Watkins, Don <br /> Stoltz, and Tim Corman. Also present were: Joy Sessing Morgan County Economic <br /> Director, Jeff Pipkin assistant, Jason Semler from Umbaugh, Mike Shaver from Wabash <br /> Scientific, and Attorney Tim Currens. <br /> Chairman Gutzwiller: Procedure and comments for the meeting. There are two different <br /> TIF districts. One is in the downtown area to address sewer issue in 1993 and the other <br /> one in 1993 to promote economic development south of Town, both are essentially the <br /> same, Blight is no longer in the area. This plan expands both areas by including several <br /> properties; the Haught property, the Village Shopping Center, and it also ment6ions a <br /> specific unit of government by working closely with the School Corporation. This plan <br /> also talks about fiber and gateways to the Town. The primary gateway at State Road 67 <br /> and secondary is Samuel Moore, Indianapolis Road and Bridge Street, etc., signage, <br /> specific lighting, investing in community in skill levels for workforce development. The <br /> plan does not include raising taxes in any shape or form, does not participate in eminent <br /> domain and the commission has no authority in assessments in the industrial area. The <br /> assessed value is frozen at that time when the area is brought in to the TIF area, Only <br /> monies captured after that would be any improvements added to the assessed value. Ivy <br /> Tech is mentioned coming to the community. This process began in February 2011 when <br /> Ivy Tech came to Mooresville and looked at a number of properties. Southbridge came <br /> to the forefront because of the amount of parking spaces. Just the Ace Hardware part of <br /> the building could not be purchased by itself, but had to have an offer to purchase the <br /> entire shopping center. The building needs refurbished and equipment purchased. A <br /> memorandum of understanding has been entered into with Ivy Tech. The commission <br /> believes Ivy Tech has a public benefit to the community and to Morgan County. <br /> Public input and rules: Please give due respect and do not boo the speakers. Please give <br /> name and address and respect the time of everyone in the room. Don't go over comments <br /> already made. <br /> Jeff Scalf: 535 St. Rd 267 stated this doesn't mean the commission won't use eminent <br /> domain. This is a great injustice on neighbors and friends. One Town Council member <br /> voted opposed to the Plan amendment and that was Virginia Perry.
