GI
economic development. Mr. Scalf requested Harold Gutzwiller recues himself because
of a conflict of interest. He stated George Watkins had a conflict of interest because he
was on Town Council, Morgan County Economic Development, and Mooresville
Redevelopment Boards. Don Stultz has a conflict of interest because of Kroger in the
Village Shopping Center. Tim Corman has a conflict because of Plan Commission. That
board requires ten days before the meeting to put on the agenda but received the plan
amendment 26 hours before the meeting. Mr.Currens is attorney for Redevelopment
Commission,Town Council and the Plan Commission. Tony Langley voted for and had
a conflict of interest. The premature press release was another problem.
Mrs. Swindle: 38 West Washington Street. Her objections were that gateways were not
needed. If a tornado goes through money will be needed. People are hurting financially
and right now the school is helping with food for kids. Ivy Tech is already here and the
High School and she doesn't think the commission should spend taxpayer dollars for Ivy
Tech. Times are hard and she said she was offended by the way Commissioner Corman
laughed when he looked at the signatures of those speaking and said it was so funny it
was sad these people want to oppose this. She asked him why he didn't move his
business to Mooresville and then the Town would get the taxes from it.
Donald Wallace: 5226 East Orchard Road in Madison Township said he was realizing he FI
will someday be annexed into the Town of Mooresville and his main concern is the Ivy
Tech project. He stated this is not a good business deal. He has worked for banks for 32
years and why would a town want to buy a commercial real estate venture. The furniture
cost should be Ivy Tech's cost and$825,000 is too much to spend on refurbishing the
building. His other worry was the buildings and parking lot being on coal ash that was
used as fill. We don't know if there is shifting of the substrate. He thought an engineer
should be called in to test the fill. No environmental studies have been done or core
samples of the parking lot. They are giving up 2.2 million dollars in revenue. Just on the j
Ace Hardware building portion alone they are $11.60 a square foot short of the current
market and there is just a soft commitment of ten years on a lease. This is not a good
plan. He is afraid one day he might wake up and realize we made some bad deals due to
environmental issues.
Mr. Riddick 13400 Cottonwood Court Heartland Crossing in Camby but is a taxpayer in
Morgan County and includes the Mooresville School District. He is concerned with
purchasing this property since Ivy Tech would only be using 9600 square feet but are
buying the whole shopping Center. Since the commission won't allow questions he finds
this whole thing a sham and is going to sit down.
Beulah Patterson 200 Locust Lane said she moved here in 1958 and sees two advantages
to this purchase. One, she doesn't like to see a lot of empty unused buildings, and two it
is a plus that Ivy Tech wants to be so visible in our community. Other businesses could
come in and she commends the commission for what they are doing for our community.
it
