Also $300,000 a <br /> ( year is spent out for the wastewater project. <br /> 'Ibis meeting was to discuss the ideas and concepts presented at the September 7th <br /> meeting in an order of ranking. Each commissioner sent their rankings to Joy Sessing, <br /> Morgan County Economic Director, and she put them in a matrix. Attached to the <br /> minutes is the ranking of the projects. <br /> Venture Capital ranked #5, but is not within the statutory scope of the commission. <br /> Funds for current projects ranked#1. <br /> Retaining funds for economic development goals ranked#2. Incentives for <br /> industry/business locations/expansions ranked#3 and low interest revolving loan fund <br /> ranked 4`h, but Attorney Curren doesn't think the commission can legally do this. The <br /> commission decided that the quality of life projects and Gateway improvements could be <br /> put together as one item. Attorney Currens told the commission that partnering with the <br /> school corporation(#17) was not within the authority of the commission. but they could <br /> look at how they could partner with other governmental units to meet the needs of the <br /> arca and benefit the community. In the case of purchasing land and/or buildings (#6) the <br /> plan would be amended in a public meeting listing the specific parcel to be purchased. <br /> Attorney Currens addressed the issue of merging the TIE Districts by advising against <br /> this because the commission could potentially lose the funding in one of the districts and <br /> also the sunset law doesn't exist on Mooresville's TIF Districts and if they were merged <br /> ( into one district,the sunset law would exist. <br /> Chairman Gutzwiller discussed if the plan was to be updated internally or if an outside <br /> company should be retained to update. In the past outside companies have been used to <br /> update the plan and Attorney Currens has written the updates in the past also. Attorney <br /> Currens will look at the plan and make a recommendation if a consultant such as Wabash <br /> Scientific should be called. A motion was made by Commissioner Nelson with a second <br /> by Commissioner Corman to give Chairman Gutzwiller permission to contact the outside <br /> company if Attorney Currens recommends retaining a consultant. Motion carried 3-0. <br /> Next was a discussion on expanding the TIF Districts. Joy Sessing had a map to include <br /> the Village Shopping Center, the Adams/VanWinkle property of 50 acres and is a shovel <br /> ready site, and the Haught property containing 85 acres adjacent to Flagstaff Industrial <br /> Park. Chairman Gutzwiller discussed adding roads from right of way to right of way in <br /> the plan, beginning at Merriman Road on Highway #67 to the Chevrolet Dealership, <br /> Indiana Street, Main Street, State Rd. #144, and Samuel Moore Parkway. This would also <br /> take in gateway improvements. Commission Nelson asked if the commission would be <br /> asked to pave these roadways. Most of them are state highways and the Town doesn't <br /> pave those anyway. Attorney Curren commented the only leeway is the commission is <br /> not picking up any tax dollars by adding these roadways. <br /> i i <br />
